Financial authorities of Korea and Tajikistan are strengthening cooperation to jointly combat the cross-border flow of illicit funds, including money laundering and terrorist financing.
According to the Financial Intelligence Unit (FIU) of the Financial Services Commission on September 18, Hyungjoo Lee, head of the FIU, met with Tolibzoda Firdavs, governor of the National Bank of Tajikistan, at the Government Complex Seoul the previous day. The two sides signed a memorandum of understanding (MOU) for cooperation on the exchange of financial information to counter money laundering and terrorist financing between the two countries.
This MOU was initiated in connection with the Korea-Central Asia Summit. Through the establishment of a cooperative framework between the FIU and the Financial Monitoring Department under the National Bank of Tajikistan, both sides aim to identify and analyze suspicious fund flows and support the investigation and prosecution of financial crimes related to money laundering, such as international organized crime, tax evasion, and drug trafficking.
Lee highlighted that, "In recent times, transnational organized crime is expanding from Southeast and Northeast Asia to the rest of the world." He also emphasized, "Criminal organizations are especially quick to circulate and conceal illegal funds using various methods, including virtual assets, to evade monetary tracking. Therefore, international cooperation has become essential."
The two parties also focused on the risk of a 'balloon effect,' where crime organizations might relocate their base to Central Asia as enforcement tightens elsewhere. In response, both sides agreed to further activate the exchange of financial information and strengthen joint efforts to trace cross-border illicit funds through this MOU.
Governor Firdavs underscored the potential for growth in Tajikistan as the country's population increases and its role as a transport hub in Central Asia expands. He called for stronger cooperation in the financial sector, including active entry of Korean financial firms into the local market.
Lee stressed that "the stability of each country's financial system is fundamental to strengthening financial cooperation between the two nations," adding that "a robust anti-money laundering system can serve as a crucial foundation for financial market stability."

The FIU plans to use this MOU as an opportunity to further activate the exchange of financial information with Tajikistan and to expand its international cooperation on anti-money laundering, including in Central Asia.
