Three Main Issues in Kang Shinchul's Confirmation Hearing
Special Apartment Allotments for Evictees, Eldest Son’s Commercial Property, and Military Academy Consolidation
Controversy Likely to Continue After Kang’s Explanations and Possible Appointment
During the confirmation hearing for Minister of National Defense nominee Kang Shinchul on the 16th, key issues included preferential apartment allotments for evictee families related to Kang’s family, his eldest son’s purchase of a commercial property, and the possible consolidation of military academies. Although Kang repeatedly defended his actions, he left room for continued controversy even after taking office.
Kang’s entire family received special allocations of one apartment each in Seocho-gu, Seoul, as recognized evictees. Not only Kang himself, but also his father, older brother, and aunt all qualified for the allotment. Kang stated, “Our family simply lived in Cheonwang-dong, Guro-gu, for a long time. There was no illegality in the application process.” However, questions remain about the timing and method of their address transfers, which critics say require further explanation.
The timeline is at the heart of the matter. On March 21, 2008, Kang transferred his residency to a house in Cheonwang-dong, Guro-gu, Seoul, which he had received from his grandfather. At that time, he was serving as battalion commander of the 7th Division in Hwacheon, Gangwon Province. His father also changed his resident registration to the neighboring house at the same time. In October that year, the area was designated as the new site for Seoul Southern Detention Center, qualifying Kang and his father for the special evictee allotments. Afterwards, both Kang and his father moved their registered addresses back to their original homes in Hwacheon, Gangwon Province, and Jeju. The allotment price of the Seocho-gu apartments was in the 500 million won range, but current market values exceed 2 billion won and 1 billion won, respectively. Assemblyman Chun Haram of the Reform Party said, “The entire family systematically and deliberately carried out a ‘special evictee status operation’ together.”
Kang’s eldest son purchased a commercial property in Yangji Village, Bundang, Seongnam, Gyeonggi Province, for around 700 million won on June 30. A month later, on July 27, Seongnam City announced it would designate the area’s redevelopment project operators. Kang’s son secured eligibility for redevelopment compensation at the last minute and borrowed about 700 million won for the purchase from his maternal aunt and uncle, who reside in the same apartment complex. Regarding the funds, Kang stated, “I am not aware of the background or intent behind my eldest son’s purchase of the commercial property,” and emphasized, “Neither I nor my spouse were involved in selecting, purchasing, or financing the property.”

Kang graduated from the 46th class of the Korea Military Academy. On the potential integration of the Army, Navy, and Air Force academies, he commented, “A single consolidated academy is necessary,” adding, “There are valuable areas of education that all service branches should learn together.” However, alumni of the Korea Military Academy currently oppose such a merger, leaving Kang with little justification to convince them. On the issues of the transfer of wartime operational control and the deployment of troops to the Hormuz Strait, Kang only reiterated foundational positions without specific justifications, signaling these topics may remain contentious.
