The training was conducted under a scenario in which a magnitude 5.8 earthquake caused the collapse of parts of a residential complex, followed by a series of aftershocks leading to vehicle overturns, road damage, and electric vehicle fires.
On site, over 300 participants were involved, including Mayor Hyunduk Choi, Deputy Mayor Kim Sangsoo, officials from Namyangju Fire Station, Namyangju Northern Police Station, Korea Electric Power Corporation, Korea Gas Safety Corporation, Namyangju Volunteer Center, the Community Disaster Prevention Group, representatives from a total of 19 organizations, and local residents.
The training connected a table-top exercise at the City Hall Disaster and Safety Situation Room with a field drill at Mirinae Village 4-2 Complex.
During the table-top exercise, a situation assessment meeting and Disaster and Safety Countermeasure Headquarters meeting were convened to understand the extent of damage and evaluate step-by-step response measures for resident evacuation and rescue, emergency medical care, facility safety inspections, and aid for displaced persons.
The field drill included resident evacuation and rescue of trapped individuals in response to building collapse, as well as emergency medical operations. It was followed by coordinated responses to vehicle overturns, road damage, and electric vehicle fires, checking cooperation systems between agencies and on-site response capabilities.
The city operated an Integrated Disaster Site Support Headquarters and deployed actual disaster management resources to review the entire process, from emergency rescue to recovery. Residents and the Community Disaster Prevention Group directly participated in evacuation and support activities, and the training's effectiveness was further enhanced by the use of electric vehicle fire suppression equipment and drones.
