License plates that have been damaged due to driver negligence or external impact, such as vehicle repainting, excessive car washing, or stone chips while driving, are not eligible for free replacement.
After the five-year period for free replacement has passed, a fee will be charged. Hanam City advised drivers to check the condition of their license plates and the initial registration date in advance, and to replace the plates before the deadline if any defects are found.
Since April 2023, Hanam City has also been replacing defective film-type license plates issued in other regions. Therefore, vehicles with plates issued in other regions can have them replaced in Hanam City without needing to visit the original issuing region.
Drivers who wish to replace their plates should first contact a license plate production facility to request production, then visit the Vehicle Registration Division in Hanam City. As it is difficult to manufacture plates on the spot, advance application is required.
When replacing defective film-type license plates, drivers must prepare the vehicle registration certificate, an ID card of the visitor, and the existing license plate. A copy of the vehicle registration certificate may also be submitted. The Vehicle Registration Division will check the condition and issuance date of the plate and inform the applicant whether the replacement is free of charge or requires payment.
Driving with a license plate so damaged that the number cannot be identified may result in a fine under the Automobile Management Act.
A Hanam City official said, "If the film peels or lifts, it can make number identification difficult," and added, "Please check the condition and issuance date of your license plate before the free replacement period ends."
