In just four months, the price surged by 87 million won. This is the highest price ever recorded for an 84 square meter unit in Gwonseon-gu. It even surpassed the previous record of 900 million won set on the same floor in August 2021, during the housing price boom.
The recent surge in Gwonseon-gu closely resembles that of Dongtan in Hwaseong-si, where prices soared as investment demand rushed in before the area was designated as a regulated zone. Unregulated Gwonseon-gu is a 30 to 40-minute drive from Samsung Electronics' Suwon, Giheung, and Hwaseong plants. Analysts say that the start of Samsung Electronics’ in-house housing stabilization loans from the first of this month has stimulated housing prices.
According to the Korea Real Estate Board on September 12, 2026, apartment prices in Gwonseon-gu during the first week of September rose by 0.48% from the previous week, ranking first out of 182 cities, counties, and districts surveyed nationwide by the Real Estate Board. Yeongtong-gu also saw prices rise by 0.47%. One week prior, Yeongtong-gu had the highest increase nationwide at 0.65%, while Gwonseon-gu showed a 0.49% rise. Paldal-gu (0.37%) and Jangan-gu (0.38%), both equipped with large residential complexes, have also experienced rapid price growth, surpassing that of Dongtan. The 'Shuttle Development Area' phenomenon—where prices rise near subway stations served by Samsung Electronics and SK hynix shuttle buses—first gained traction in Dongtan and Suji/Giheung districts in Yongin-si, and is now spreading throughout Suwon.
This trend has been further fueled by Samsung Electronics’ in-house housing stabilization loan program, which began on September 1, 2026. The company offers a maximum of 500 million won at a low interest rate of 1.5% per annum to newly employed staff who purchase homes with a sale price of up to 2.5 billion won and an exclusive area of up to 85 square meters, limited to the Seoul metropolitan area and six large cities, as long as the buyer is currently without a home. The head of a real estate agency in Gwonseon-gu said, “There has been a significant increase in consultations with Samsung Electronics employees nearby, and many buyers are using the company's in-house loan to add funds when signing contracts.”
Record-high Prices in Yeongtong and Gwonseon Driven by Shuttle Development Area Phenomenon
Dongtan was the area where the spark was first ignited. The 39th-floor unit of Dongtan Station Lotte Castle, with an exclusive area of 84.82 square meters, was traded for 2.65 billion won on July 4, 2026, just one day before the implementation of the land transaction permit system. Compared to a transaction for a same-floor unit on January 14, 2026, which sold for 2.21 billion won, the price jumped by 440 million won in just half a year. After the introduction of regulatory measures, the transaction volume plummeted. Dongtan’s apartment transactions peaked at 1,915 deals in June 2026 but dropped by 92% to 153 deals in July 2026.
During the same period, Yeongtong-gu's transaction volume increased from 509 in June to 654 in July, up 28.5%. While transactions in Dongtan dwindled, adjacent Yeongtong-gu continued to experience strong buying interest. Generous Loans in Unregulated Areas..."Shuttle Development Area Balloon Effect"
Experts forecast that the current market trend of price convergence will continue for some time. Seung-Hyun Song, CEO of Urban & Economy, stated, "The Samsung Electronics effect, combined with the balloon effect resulting from the area not being subject to the land transaction permit regulation, amplified the phenomenon." He explained, "In Gwonseon-gu, if a 500 million won apartment has a 300 million won deposit on a jeonse contract, you only need 200 million won to purchase the home upfront." He added, "With the increase in broad money supply (M2) and the injection of liquidity at the local level through in-house loans and bonuses, demand for investment and home acquisition will likely keep prices on an upward trend for the time being."
Ham Youngjin, head of the Real Estate Research Lab at Woori Bank, said, "As entry barriers have risen in key areas like Dongtan and Yeongtong, price convergence-driven buying is spreading along the southwestern axis of the Seoul metropolitan area—this is, in effect, a 'Shuttle Development Area balloon effect.'" Ham further commented, "Gwonseon is quickly absorbing alternative demand, as it is located behind Samsung Electronics’ Giheung and Hwaseong semiconductor lines and offers convenient access to the Bundang and Shinbundang subway lines. Buying interest could soon shift to other residential areas such as Gangdong and Wirye."
However, there are also warnings against blindly following areas where prices have soared in a short period. CEO Song noted, "When available housing is limited and pre-sale rights prices surge first, existing apartments tend to follow suit in a classic synchronization pattern. Areas that have risen sharply due simply to balloon effects—rather than solid local demand supported by a robust job market or transportation network—could see prices fall quickly if market sentiment shifts."
