Nowon-gu Launches Public-Private Council with 34 Officials and Project Representatives for Maintenance Projects
Appointment Ceremony on the 15th
Ongoing Discussion on Site-Specific Issues and Regulatory Reforms
Nowon-gu, Seoul (District Mayor Seo Juno) announced on September 10 that it will establish a public-private council to collaborate with reconstruction and redevelopment project leaders, identify on-site challenges, and work together to find solutions. On September 15, the district will hold an appointment ceremony for the “Nowon Reconstruction & Redevelopment Innovation Strategy Council” and launch a public-private cooperation system dedicated to resolving site-specific issues and improving relevant policies.
As the number of housing units over 30 years old increases in Nowon-gu, the demand for redevelopment projects is rising. Currently, maintenance projects are underway at 65 sites, covering about 82,000 households. With multiple large-scale projects progressing simultaneously, Nowon-gu explained that the council was established to quickly identify project-specific challenges and provide tailored administrative support.
The council will be chaired by the District Mayor and will include the Directors of Urban Planning, Reconstruction Projects, and Future City divisions as official members. On the private side, 34 representatives will participate, including leaders and chairpersons of resident associations and heads of committees for integrated fast-track planning and redevelopment initiatives.
The district plans to run the council as an “action-focused” body that not only listens to opinions but also proactively identifies and addresses issues arising on-site. Key agenda items include determining policy directions for maintenance projects, identifying and resolving unreasonable regulations and system improvement tasks, sharing site-specific concerns and successful cases, providing customized “targeted support” and alternatives for each project, and discussing public support measures. Regular meetings will be held once every six months, with ad hoc regional or project-specific meetings convened as necessary. For matters requiring in-depth review, expert advisory panels in each relevant field will be engaged.
This new council forms a core strategy under the district’s 9th-term initiative for “rapid advancement of maintenance projects.” In July, the district established the “Reconstruction Rapid Progress Task Force” under the direct supervision of the District Mayor to concentrate administrative efforts on policy reform and tailored support for each project. Notably, the council will be linked with the district’s “Reconstruction·Redevelopment Regulatory Innovation 100”—an initiative to identify and improve 100 regulations hindering maintenance projects during the 9th-term—and promptly implement improvements within its authority. For matters requiring legal or Seoul city-level policy changes, the district plans to make proposals to relevant agencies.
