98 Companies Sign Investment Agreement for Muan National Industrial Complex Candidate Site, Covering 50% of Planned Industrial Land
Attracting Semiconductor Materials, Renewable Energy, and AI Companies
On September 9, Jeonnam Gwangju Integrated Special City announced that a total of 98 companies have expressed their intention to move into the proposed Muan National Industrial Complex and have participated in an investment agreement.
The sites covered by the agreement total 320,000 pyeong, which accounts for 50% of the planned land for industrial facilities. This means that demand has been secured for half of the industrial land during the candidate stage, making it critical to see whether this will lead to actual investment and official designation and approval as a national industrial complex.

View original imageThis agreement takes the intentions of companies identified during the master planning stage and develops them into concrete investment plans. The Integrated Special City and Muan County have been negotiating with interested companies regarding investment scale, move-in timelines, and required land area. The companies in the agreement include 35 in the renewable energy sector, 7 in the K-Food sector, and 56 in other areas such as artificial intelligence (AI) agri-industry.
The candidate site for the Muan National Industrial Complex was selected by the Ministry of Land, Infrastructure and Transport in August.
The designated area encompasses approximately 3.47 million square meters (1.05 million pyeong) in Hyeon-gyeong-myeon, Muan County. Of this, the 320,000 pyeong covered by the current agreement represents half of the industrial facilities land, not half of the entire candidate site.
Before the candidate site selection, the Integrated Special City pursued master planning and feasibility studies. The city reviewed business viability by preparing corporate demand forecasts, development directions, infrastructure supply plans, and corporate support measures.
A key direction for industry attraction is connecting with the Gwangju Semiconductor National Industrial Complex. The Integrated Special City aims to expand the semiconductor industry ecosystem across the Honam region by leveraging local renewable energy resources, Muan International Airport, Honam High-speed Railway, and the Muan-Gwangju Expressway. The plan is to attract companies in semiconductor materials, parts, and equipment, as well as logistics warehousing, renewable energy, K-Food convergence businesses, and AI high-tech industries.
The remaining task is to turn these agreements into actual investments. The Integrated Special City and Muan County plan to continuously monitor individual company investment plans and step up efforts to attract anchor companies that can play a central role in the industrial complex.
