Follow-up to Korea-Singapore Personnel Administration MOU
Sharing Innovation Cases Including Performance Management and "e-Saram"
The Singaporean government is benchmarking South Korea's public sector personnel innovation cases, including AI-based personnel administration and electronic human resources management systems. Policy exchanges between the two countries are also gaining momentum, spurred by the Memorandum of Understanding (MOU) on personnel administration signed last year.

View original imageAccording to the Ministry of Personnel Management on September 9, a training delegation of public officials from the Public Service Division under the Prime Minister’s Office of Singapore visited the Government Complex Sejong 2 to share Korea's major personnel administration systems and innovation cases.
This visit is a follow-up to the "Memorandum of Understanding between the Republic of Korea and Singapore on Cooperation in the Field of Personnel Administration" signed last year. It was organized as part of the Knowledge Exchange Program (KEP), which aims to facilitate the exchange of key personnel policies and experiences in system operations between the two countries.
During their stay, the Singaporean delegation plans to review the South Korean government's performance management system, the electronic human resources management platform "e-Saram," and policies and case studies on integrating artificial intelligence into personnel administration.
The main focus is to share both countries' experiences in utilizing data across government personnel administration and incorporating AI. Following their visit to the Ministry of Personnel Management, the Singaporean delegation will also visit the National Human Resources Development Institute and the Ministry of the Interior and Safety to study Korea’s civil servant training system and digital government innovation policies.
Choi Dongseok, Head of the Ministry of Personnel Management, emphasized, "Continuous policy exchange and cooperation between our two countries is important," adding, "I hope this visit serves as an opportunity to vitalize exchanges in personnel administration and to broaden bilateral understanding and cooperation."

Exchanges in the field of personnel administration between Korea and Singapore have continued this year through reciprocal visits. In June, officials from the Ministry of Personnel Management visited Singapore to share policy experiences on topics such as data-driven human resources management. This visit by the Singaporean delegation marks the second official exchange since the signing of the MOU.
