Daegu City: "We Can't Investigate Because the Individual Is Unknown"
"Unfair orders are making things unbearable. I'm in a construction department, and it's happened more than once or twice. It's gotten so difficult that I'm having very dark thoughts."
This was a message posted late at night, at 11 p.m. on September 7, in an open chat room operated by the Daegu City Hall New Civil Servants Union. A representative from the Daegu City Hall stated, "It is presumed that the message was written by an employee below Grade 6 working in a construction-related department. They appear to have posted this message in the middle of the night due to the stress from unfair orders by a superior."
After the union responded by asking for specific details so they could take action, the worker shared, "It's so hard that I'm having very dark thoughts," but added, "I have not worked in the public sector for a short time, and if I were only thinking about myself I'd make a formal report, but I am concerned about my team leader and manager. When I consider my job class, I feel I can't make a complaint."
The employee also said, "In the construction department, unfair orders are sometimes given that violate the Local Contract Act or audit standards. The person in charge ends up taking all the blame and has to live in fear for years. Please share a message reflecting these concerns."

Jang Jaehyung, chairman of the Daegu City Hall New Civil Servants Union, stated, "Upon hearing that the employee was having such dark thoughts due to unfair orders, I rushed to the HR department and requested that action be taken. However, I was only told that since we don’t know the specific identity of the person, nothing can be done." He urged, "We need to launch a thorough investigation before this employee faces further danger."
