Rising APR1400...Korean Nuclear Power at a Critical Juncture for Entry into the U.S.

Securing EPC and Equipment Contracts Is Key
As the inclusion of nuclear power plant construction within U.S. investment projects is being discussed, the competitiveness of the Korean nuclear power plant model APR1400 is once again coming into the spotlight. The discussion now goes beyond merely providing capital; there is consideration of actually applying the APR1400 to certain nuclear power plants in the United States.
The APR1400 is a next-generation, 1,400MW-class nuclear power plant developed to enhance export competitiveness, based on the design and construction experience of the standard Korean nuclear reactor model. The design lifespan is 60 years, and the basic standard design features seismic resistance of 0.3g. In comparison, the AP1000 from U.S.-based Westinghouse offers approximately 1,117MW per unit at the Vogtle plant, making the APR1400's capacity about 25% larger. If two nuclear reactors are built, the APR1400 would provide a total of 2,800MW, while the AP1000 would offer about 2,234MW. In large-scale nuclear projects, higher capacity translates into increased economies of scale, making this a notable competitive advantage.
The most significant strength of the APR1400 is Korea's actual construction experience. In December 2009, Korea secured a contract to build four Barakah nuclear reactors in the United Arab Emirates, totaling 5,600MW, outbidding strong contenders from the United States and France. All four Barakah reactors began commercial operation between Unit 1 in 2021 and Unit 4 in 2024. Barakah Unit 1 broke ground in July 2012 and started commercial operation in April 2021, while Unit 4 began construction in 2015 and entered commercial operation in September 2024. It took roughly nine years from groundbreaking to commercial operation. The fact that Korea has consecutively constructed and operated four reactors of the same model overseas is considered a key competitive advantage of the APR1400. In 2025, after a 16-year gap since the UAE project, Korea secured the contract for two new Dukovany nuclear reactors in the Czech Republic, achieving additional export success.
Domestically, Korea continues to advance the technology of the APR1400 and accumulate construction experience. In the Shin Hanul Units 1 and 2, core components such as the Reactor Coolant Pump (RCP) and the Man-Machine Interface System (MMIS) were localized. Shin Hanul Unit 1 began commercial operation in December 2022, with Unit 2 following in April 2024. Saeul Units 3 and 4 improved the seismic resistance of essential equipment from the previous standard of 0.3g to 0.5g and introduced facilities to handle severe accidents. The Shin Hanul Units 3 and 4 are also under construction. In Yeongdeok, North Gyeongsang Province, which has been designated as the site for two new large-scale nuclear reactors, a total of 2.8GW of nuclear power facilities are expected to be constructed, with a targeted completion date between 2037 and 2038.

The key issue is the business structure, not the size of the investment. If only Korean capital is invested in U.S. nuclear power projects without securing rights to design, equipment, or construction, it would end as a simple investment into the United States. On the other hand, if the APR1400 is actually deployed in some of the nuclear plant construction projects and Korean companies participate in engineering, procurement, and construction (EPC) and core equipment supply, the investment into the United States could become a strategic move that opens up new nuclear plant export markets.
