Seongbuk District to Install Elevators at Donam Elementary School Pedestrian Overpass After 10 Years of Anticipation
Seongbuk District Office in Seoul (District Mayor Lee Seung-ro) will install elevators and other mobility facilities at the pedestrian overpass in front of Donam Elementary School, which is located in a highland area. It has been 10 years since the budget was first secured in 2016.
The “Installation of Mobility Facilities for the Pedestrian Overpass at Donam Elementary School Area” project aims to improve the stair-centered pedestrian environment, enhance mobility for transportation-vulnerable groups such as seniors and people with disabilities, and ensure the safety of students commuting to Donam and Wuchon Elementary Schools nearby.
Although the project had secured budget in 2016, concerns about safety accidents and inconvenience for residents of adjacent apartment complexes led to difficulties in implementation. Alternatives such as utilizing land owned by private educational foundations were considered, but were dismissed due to installation and maintenance costs as well as student safety concerns. The district office continued field investigations and held multiple briefing sessions and meetings with local residents, the Ministry of Education, and private education foundations to discuss alternatives. Ultimately, the land in front of Donam Elementary School was selected as the final site, and construction has commenced.
The district expects the project to improve the walking environment for about 3,000 households in nearby apartments and over 600 students from Donam and Wuchon Elementary Schools. It is also expected to increase accessibility for transportation-vulnerable people who have difficulty using stairs, and to reduce the risk of safety accidents such as children slipping or falling.
The construction will be carried out from September 10 to December 31. For safety reasons, entry and exit to the pedestrian overpass in front of Donam Elementary School will be completely restricted during the construction period. The district office plans to cooperate with the school and nearby apartment complexes to minimize inconvenience for residents.

District Mayor Lee Seung-ro commented, “I would like to thank the residents who have waited for and cooperated with us over the past 10 years to push this project forward,” and added, “As this construction is aimed at creating a safe and convenient walking environment for everyone, I kindly seek your understanding and cooperation.”
