Public Official in His 40s Sentenced to 2 Years in Prison for Embezzling City Budget in Collusion with Friend
Embezzled 84.35 Million Won in 28 Separate Instances
An official who was brought to trial on charges of embezzling tens of millions of won from the city budget in collusion with a friend who operates a goods supply company has been sentenced to prison.
According to Yonhap News on September 8, the Criminal Division 2 Single Judge of the Tongyeong Branch of the Changwon District Court (Judge Lee Eunsook) sentenced a 40-something employee of the Geoje City Hall, referred to as Mr. A, to two years in prison on September 2 for charges including embezzlement in the course of work. Mr. B, the operator of the goods supply company who was indicted alongside Mr. A, received a sentence of two years in prison suspended for three years.
From October 2018 to September 2019, Mr. A is accused of embezzling a total of 84.35 million won in 28 separate instances by falsifying documents to make it appear as though office supplies were being purchased with the city hall budget, sending the money to Mr. B and then retrieving the funds afterward.
He is also accused of causing losses to the city by making direct contracts worth about 110 million won, purchasing goods from Mr. B at prices significantly above market value.
It is known that Mr. A and Mr. B were friends who frequently met in their personal lives.
In March 2019, when requested to submit materials for a comprehensive audit by Gyeongsangnam-do Province, Mr. A reportedly feared detection of his crimes and reduced the details of the expenditures, submitting only a portion of the documents.

The court stated, “The methods of embezzlement in the course of work were particularly egregious, and both the frequency and amount of embezzlement were substantial,” adding, “In reaching the verdict, the court considered that public funds were embezzled, causing loss through acts of breach of duty, that Mr. A deposited 50 million won with the court, and that he was in detention for a considerable period.”
