During the preliminary inspection, authorities will check whether emergency contact networks and contingency plans have been established, whether materials and firefighting equipment are adequately secured to prepare for flooding and other emergencies, whether appropriate traffic congestion measures have been put in place, and whether weather forecasts are being properly monitored.
The on-site inspection will focus on drainage facilities, the condition of equipment and material management, the ground surrounding construction sites, and various safety facilities. Inspectors will also closely examine whether appropriate disaster prevention measures have been implemented to prevent incidents such as collapses.
The inspection will also verify wage payments to construction workers and the payment status of various construction fees. The authorities will check whether subcontractors have paid their subcontract payments within 15 days after receiving payment for completed work, and whether there have been any cases of wage arrears for construction workers.
The inspection will further cover whether construction equipment lease contracts have been properly prepared and if equipment rental fees have been paid, as well as whether payments owed to on-site restaurants and gas stations are overdue.
Gyeonggi Province stated that any deficiencies identified during the inspections will be promptly addressed on-site, while issues that cannot be resolved immediately will be managed separately, with continuous follow-up to ensure they are rectified.
