The police will implement the Sangpije guidelines to prevent conflicts of interest during investigations.
On September 8, the National Police Agency announced that it will enforce the Sangpije guidelines, which require the transfer and handling of cases involving police officers' family members who are related to a case to a different police station. Although the Sangpije system already existed, the Police Investigation Reform Committee recently recommended expanding its coverage to improve effectiveness. In line with this, the National Police Agency has decided to broaden the scope of Sangpije, which previously focused on spouses and direct lineal ascendants and descendants, to now include siblings as well.
Under these guidelines, an investigator must submit a request to recuse themselves from any case if it is confirmed that the spouse, direct lineal ascendant or descendant, or sibling of a police officer (including those who have worked at the station within the last three years) is related to that case at the police agency handling the investigation. The case must then be transferred to another agency within the same court jurisdiction, under the direction of the provincial or metropolitan police agency.
However, there are exceptions. If continued investigation is necessary for the protection of a victim, or if an urgent or in-flagrante arrest is followed by detention, investigations may proceed without transferring the case to another agency. In such cases, approval must be obtained from the head of the provincial or metropolitan agency. In addition, the appropriateness of handling and the need for transfer will be reviewed each month.

An official from the National Police Agency said, "We will continue discussions to ensure the smooth implementation of the follow-up measures to the revised Criminal Procedure Act and to strengthen oversight of police investigations."
