This inspection was organized to identify critical on-site issues that are difficult to grasp through documents alone, such as subsidy programs, facility safety, and the actual operation of local public enterprises and affiliated institutions. For matters that the committee determined required further clarification during the inspection, related data submissions were requested.
At organizations related to subsidies and private support, such as the Community Support Center, the committee examined the application, selection, and operation/management processes of support projects. It also reviewed the operation of facilities such as the Gwansan-dong Village Happy Warehouse, a former grain storage converted for community use, and Baekma Nuri, established under the Baekma overpass.
In particular, at the Juyop Community Center, which utilizes unused underground space as a community area, the committee focused on flood prevention measures in preparation for heavy and extreme rainfall, evacuation systems for users, and safety management plans, and requested related data.
At both the Goyang City Management Corporation and Goyang Research Institute, the committee checked whether major projects and organizational operations aligned with the original objectives of establishing local public enterprises and affiliated institutes. At the Goyang Volunteer Center, the committee examined the status of major projects and the appropriateness of operations.
For President Kim Dae-jung's Former Residence Memorial Hall and the Peaceful Reunification Education Exhibition Hall, the committee reviewed the status of facility management and program operations, assessing ways to encourage citizen participation and enhance the effectiveness of projects.
The committee plans to analyze the information confirmed on-site and the data submitted, and use the findings to develop specific questions and improvement requirements for the November administrative audit. Separately, the committee will also analyze materials related to key areas under its remit, including planning, organization, personnel, budgeting, audit, public communication, and civil complaints.
The Planning and Administration Committee oversees core city government functions—including planning, coordination, budgeting, organization, personnel, and audits—as well as the three district offices, 44 administrative welfare centers, and local public enterprises and affiliated institutions. This year's administrative audit will undertake a comprehensive review of everything from policy decisions and internal management to frontline administration and public institution operations.
Chairperson Kim Sujin stated, "The administrative audit is an important duty of the local council to act on behalf of citizens by monitoring whether Goyang City's administration is properly conducted and demanding improvements when necessary. We will thoroughly analyze the findings and data collected from these inspections to ensure that the audit does not end with simple criticism, but leads to substantive improvements."
