Gangseo District Launches “Integrated Performance Management System” Project... Phased Implementation Through 2030
Integrating Fragmented Evaluation Systems for Departments, Individuals, and Pledge Projects
Enhancing Work Efficiency by Connecting with Existing Administrative Systems
Gangseo District in Seoul (Mayor Gyohun Jin) is moving forward with the implementation of an “Integrated Performance Management System” to centrally manage the outcomes of the district’s key initiatives.
On September 7, Gangseo District announced that, through the establishment of this system, it will streamline the entire process of performance management—including setting goals for key projects and individual work competencies, inspecting outcomes, evaluating performance, and utilizing results. The aim is to bring together the previously fragmented performance management systems—which were divided by department, project, and individual—into a single, organically connected and usable framework.
The district expects that this new system will provide an overview of business progress and achievement of goals by department at a glance. In particular, the integrated system will be linked with existing administrative systems such as the electronic approval system and the financial management system. This is expected to significantly reduce the inconvenience of repeatedly preparing and submitting the same data, thereby greatly increasing work efficiency for employees.
This project will be carried out in phases over five years, from this year through 2030.
This year, Gangseo District will integrate department-level performance management based on the Balanced Scorecard (BSC) with the qualitative evaluation system introduced last year, establishing a basic operating foundation by linking relevant administrative systems. Subsequently, the system’s functions will be gradually expanded to cover major district-wide initiatives, including individual performance reports, job performance contracts, and management of commitments and directives.
Based on the accumulated performance data in the system, the district plans to closely monitor the progress of its projects and actively apply these results to future work and policy improvements. The intention is to move beyond simple scoring and establish a virtuous cycle of integrated performance management: setting objectives, executing projects, and reflecting results back into policy.
