Incheon City Council Urges Inclusion of Daejang Hongdae Line Extension to Cheongna and GTX-D in National Railway Plan
The Incheon City Council has called for the extension of the Daejang Hongdae Line to Cheongna and the inclusion of the Metropolitan Express Railway (GTX) D line in the National Railway Plan.
According to the city council on September 2, both ruling and opposition party council members held a resolution rally the previous day in the plenary session hall of the city council, voicing a unified demand for resolving transportation issues in northwestern Incheon and achieving balanced regional development.
They stated, "The government's 5th National Railroad Network Construction Plan, which was scheduled to be announced in June last year, has been delayed for more than a year." They urged, "The Ministry of Land, Infrastructure and Transport should include these two long-awaited lines for Incheon citizens in the plan, and both the Ministry of Economy and Finance and Incheon City should swiftly proceed with the subsequent steps such as the preliminary feasibility study."
Particularly, with the government expected to finalize and announce the 5th National Railroad Network Construction Plan in November, the Incheon City Council considers this effectively the final opportunity for these lines to be included and thus organized the resolution rally.

The GTX-D ‘Y-shaped’ line is a route that runs from Incheon International Airport through Incheon Cheongna and Gajeong, connecting to Seoul Samsung Station and the southern area of the Seoul metropolitan region.
The city council plans to handle the ‘Resolution Urging for the Inclusion of the Seoul Subway Line 2 (Daejang Hongdae Line) Extension to Cheongna and the GTX-D Line in the 5th National Railroad Network Construction Plan’ during the temporary session to be held later this month.
Seonghwan Cho, Chairman of the Incheon City Council’s Environment and Transportation Committee, said, “As this is an issue that will determine the future of Incheon, the city council has united with shared determination, regardless of political affiliation. We will continue to persuade the Ministry of Land, Infrastructure and Transport and other relevant authorities to ensure that these two much-anticipated lines for our citizens are established as soon as possible.”
Meanwhile, the extension section connecting Incheon Gyeyang Technovalley by railway was not included in this resolution. However, it has been reported that Incheon City, in accordance with Mayor Chandae Park’s commitment, plans to promote the project swiftly through separate follow-up administrative procedures.
