The personal information of Jung Changseong (31), a Chinese national and university lecturer who was arrested on charges including murder and mutilation of a Chinese female international student, has been made public.
On September 1, the Gyeongbuk Provincial Police Agency released Jung Changseong's personal details, including his name, photograph, and age, on its official website.

View original imageThe police convened a personal information disclosure review committee the previous day and decided to make his information public. The police explained the reason for the disclosure, stating, “The brutality of the crime and the severity of the harm are recognized, and there is sufficient evidence. After comprehensively considering the public interest, including crime prevention, we have decided to release his personal information.” The disclosed details will remain posted on the Gyeongbuk Provincial Police Agency website until October 1.
Jung Changseong was arrested on August 25 on charges of killing a 25-year-old Chinese female student, referred to as Ms. A, at his studio apartment in Hayang-eup, Gyeongsan, North Gyeongsang Province, in the early morning of August 20, mutilating her body, and abandoning it in mountainous areas, garbage dumps, and other locations in Gunpo, Gyeonggi Province, and Gyeongju, North Gyeongsang Province.
Jung Changseong is also accused of making a false report and disguising himself in women’s clothing while heading to Dongdaegu Station, turning off the victim’s mobile phone in an attempt to mislead the investigation. Police have charged him with five offenses, including murder, mutilation, abduction, concealment of a corpse, and obstruction of official duties by fraudulent means. The police plan to transfer Jung Changseong to the prosecution by September 4 at the latest.

Meanwhile, Jung Changseong was found to have graduated from a local university, worked at a hospital in North Gyeongsang Province, and, since 2023, has served as a part-time lecturer at a university. Ms. A was reportedly a student who had previously attended his class. The police plan to recover as much of Ms. A’s body as possible and conduct an autopsy to determine the exact cause of death.
