In the UK, the spread of artificial intelligence (AI) technology has led to local authorities, schools, and public institutions being overwhelmed by a flood of complaints and inquiries generated by AI.
Simple Complaints Now Span Dozens of Pages... UK Public Institutions Struggle with AI-generated Lengthy Complaints
According to the BBC on August 24 (local time), there have recently been a series of cases in the UK where chatbots are used to draft lengthy complaints citing various regulations and legal provisions, sometimes running dozens of pages. This trend is significantly increasing the workload for public institutions.
At the ground level, situations have arisen where, in the past, a simple complaint such as about an unemptied trash bin could be resolved with a single A4 page, but is now transformed by AI into a lengthy 19- to 27-page complaint filled with legal precedents and statutory references.
On social media, it has also become increasingly common for people to use AI to challenge fines or appeal against welfare benefit decisions.
The problem is not limited to the increased length of complaints. Many files now misquote legal provisions or contain inaccuracies, requiring public officials to manually verify the information and seek legal advice, leading to increased time and cost burdens.
The Local Government Lawyers Association analyzed that, to cope with the surge in complaints, processing staff numbers would have to be doubled. However, it pointed out that actual response and processing speeds are likely to decline, and suggested implementing standardized forms to limit the length of complaints as a potential solution.
School and Information Disclosure Departments Also Overwhelmed... AI Plays a Positive Role for Rights Exercise
The situation is similar for schools and Freedom of Information (FOI) processing departments. According to the School Leaders Association, parents are now raising multiple lengthy grievances using AI, further increasing the workload for staff.
The UK Information Commissioner's Office (ICO) and the National Data Protection Officers' Association have also warned that FOI requests generated by AI are on the rise, resulting in incorrect legal citations and unnecessarily complex requests. This "hidden workload" is contributing to administrative delays.
However, there is also a positive assessment that AI helps neurodiverse individuals and those who struggle to express their opinions in writing to exercise their legitimate rights. Whereas people used to communicate their views directly by phone, the shift to email-centric communication has made it more difficult for some to make complaints at all if they feel burdened by writing.

In response, some public institutions and companies have begun using AI to summarize lengthy, AI-generated complaints into a one-page reply. There are also ongoing efforts to revive traditional forms of communication, such as meeting and speaking directly with parents or residents.
