Yongsan District Approves Gangchon Apartment Remodeling Project Plan...112 Units to Be Added
Permitting Completed Five Years After Establishment of Residents’ Association
1,113-Unit Complex with 5 Basement Floors and 25 Above-Ground Floors
Yongsan District Office in Seoul (District Mayor Kim Kyungdae) announced that it has approved the housing construction project plan for the Gangchon Apartment remodeling project in the Ichon-dong 402 area and posted the topographic map and related documents on August 28, 2026.
With this approval, the project received simultaneous processing of multiple permits and decisions: a remodeling permit in accordance with the Housing Act, a building permit under the Building Act, a district unit plan determination and development activity permit in accordance with the National Land Planning and Utilization Act.
Gangchon Apartment, constructed in 1994, consists of 1,001 household units and is located within walking distance of Ichon Station and Hangang Park. As nearly 30 years have passed since its completion, there has been an increasing need to improve the residential environment, including insufficient parking spaces and aging facilities.
According to the approved project plan, a complex-type housing development will be built on a 30,987.6-square-meter plot, featuring 9 buildings from 5 basement floors to 25 above-ground floors, with a total floor area of 234,873.55 square meters. The building coverage ratio is 34.59%, and the floor area ratio is 483.46%. The plan includes parking spaces for 1,900 vehicles. Additional amenities, such as a daycare center, community facilities for residents, and a breakfast cafe, will also be provided.
This project is a horizontal extension remodeling that increases the total number of units by adding 112 units to the existing 1,001, resulting in a total of 1,113 units. In July 2022, the association completed a safety evaluation for expansion-type remodeling, confirming the feasibility of horizontal expansion.
The Gangchon Apartment remodeling project has gone through reviews on city, architectural, and transportation matters by Seoul Metropolitan Government and Yongsan District since the establishment of the residents’ association in October 2021. Prior to approving the project plan, Yongsan District Office conducted consultations with relevant departments and external agencies, and completed amendments to the district unit plan for Special Planning Zone 5 in the Seobinggo Apartment District.
In Ichon-dong, another horizontal extension remodeling project is underway for the Ichon Hyundai Apartment, aiming for a certificate of use in the first half of next year. Yongsan District expects that approval of this project plan will further accelerate the remodeling of aging multi-unit residences along the Han River.

District Mayor Kim Kyungdae said, "The approval of this project plan is the result of long-term discussions with relevant organizations and departments," and added, "We will provide all necessary administrative support to ensure that the remaining procedures, including construction commencement and resident relocation, proceed without delay."
