Broadcasting, Media and Telecommunications Committee: "Voluntary Safety Measures Needed for Illegal and Harmful AI Content"
Introduction of Kakao’s "Kanana Safeguard" Case
Amid growing risks of exposure to illegal and harmful information within artificial intelligence (AI) services, voluntary safety measures by service providers have been discussed.
The Broadcasting, Media and Telecommunications Committee announced on August 27, 2026, that it had convened the "2nd AI Service User Protection Public-Private Council Meeting," bringing together government officials, industry representatives, and academia, to discuss trends in technical measures to address illegal and harmful content in AI services.
During the meeting, Kyunghoon Kim, AI Safety Leader at Kakao, presented the current status of the guardrail system designed to respond to illegal and harmful content in AI services. Kim introduced "Kanana Safeguard," Kakao’s proprietary guardrail model for AI safety verification, and shared insights on advancing voluntary safety measures among service providers as well as ecosystem cooperation strategies.
During the general discussion, presided over by Lee Seongyeop, a member of the public-private council, participants discussed public-private partnership approaches to encourage the activation of voluntary safety measures by service providers.
Shin Younggyu, Director of the Broadcasting and Communications User Policy Bureau at the Broadcasting, Media and Telecommunications Committee, emphasized, "AI technologies that lack ethical trust can cause social distrust and hinder the overall development of the AI industry. Therefore, technical safety measures for technological advancement and user protection are absolutely essential."

The Broadcasting, Media and Telecommunications Committee has operated a public-private council for the protection of intelligent information society users since 2021, and in 2024, expanded and reorganized the council to respond to changes in the AI environment.
