Prime Minister Hansung Sook: "Police Procedures and Methods Are Seriously Problematic... Reform Needed"
Hansung Sook, Prime Minister, addressed the controversy surrounding the police force's mishandling of missing persons cases on August 27, stating, "The issues with procedures, order, and methods in how work is carried out are far too severe," and emphasized, "They must be properly corrected."
Speaking with reporters at the Government Complex Seoul on this day, Prime Minister Han said, "It seems there are many parts of the overall police organizational culture that need to be seriously renewed and changed." Referring specifically to the case of the late Jang Miran, which sparked the controversy, Han reiterated, "It was so shocking," and emphasized, "Even from the perspective of an ordinary citizen, it is extremely difficult to accept the way the case was handled."
Prime Minister Han added, "I summoned Yoo Jaeseong, acting commissioner of the National Police Agency, and other senior police officials to issue several directives," continuing, "With regard to missing persons cases, the system should be quickly improved and institutional changes should be made swiftly. I also instructed the leadership to take a more proactive approach to solving the problem."
President Lee Jaemyung recently instructed the Prime Minister's office at a Cabinet meeting to establish a police reform task force. Regarding this, Prime Minister Han remarked, "Is it really possible to achieve genuine reform from within the organization?" suggesting consideration of creating an external body independent from the police force. Furthermore, Han stressed, "Any reform plan must be acceptable and convincing to everyone," and reiterated, "While internal reform is needed, if the organization is to take a comprehensive perspective, it should not be housed within the police itself."
