As nationwide pre-sale prices have surged over the past two years, there has been a significant increase in financial pressure on homebuyers. As a result, in the housing subscription market, a large number of genuine home seekers are flocking to price ceiling scheme (Bunsangje) projects with competitive pricing. This trend has emerged because price ceiling apartments are seen as a rational alternative for homeownership, even in the current climate of high pre-sale prices both in the Seoul Metropolitan Area and in regional cities.
According to the Housing and Urban Guarantee Corporation (HUG)'s trends for private apartment pre-sale prices, significant nationwide pre-sale price increases were observed over the two years from August 2024 to July 2026. In the Seoul metropolitan area, the average pre-sale price per 3.3 square meters rose by: Seoul 44.0% (from 43,118,000 KRW to 62,088,000 KRW), Incheon 16.4% (from 17,980,000 KRW to 20,935,000 KRW), and Gyeonggi 11.7% (from 21,286,000 KRW to 23,776,000 KRW).
This upward trend continued in the provinces as well. Leading the way was South Chungcheong Province with a 21.8% increase (from 11,921,000 KRW to 14,522,000 KRW), followed by Daegu at 20.8% (from 24,007,000 KRW to 28,992,000 KRW), South Gyeongsang at 19.2% (from 13,276,000 KRW to 15,824,000 KRW), North Chungcheong at 16.4% (from 13,035,000 KRW to 15,168,000 KRW), and Busan at 14.3% (from 22,344,000 KRW to 25,535,000 KRW). In fact, double-digit growth was recorded in a total of eight cities and provinces across the country.
Furthermore, with the step-by-step implementation of eco-friendly regulations, such as the mandatory certification for zero-energy buildings planned for the future, it is expected that the upward trend in pre-sale prices will become entrenched due to further increases in construction costs.
Against this backdrop, the relative price competitiveness of price-ceiling apartments—whose pre-sale prices have already been determined—is becoming increasingly apparent among genuine homebuyers. In fact, projects subject to the price ceiling system have recently performed strongly in the subscription market. A representative case is the 'Sejong Woomirin Center Park' in District 5-2 of Dasom-dong, Administrative City, Sejong. According to Korea Real Estate Board's 'Chungyak Home,' for the first-round subscription on August 11, excluding special supply, the project received 4,250 applications for 240 units, resulting in an average competition rate of 17.71:1, with all eight housing types selling out.
'Hoban Summit Pungmu III' in Sau-dong, Gimpo City, Gyeonggi, has shown a similar trend. Constructed by Hoban Industry, this project recorded 2,443 applications for 294 units after excluding special supply over three days from July 20 in the first-round subscription, resulting in an average competition rate of 8.3:1. This demonstrates a notable oversubscription for price ceiling apartments even in the Seoul Metropolitan Area.
A real estate expert commented, "As pre-sale prices continue to rise, demand for homeownership is gravitating toward price ceiling apartments," adding, "Since the higher prices have now become the new baseline, not only price ceiling projects but also previously sold projects with competitive pricing will continue to attract the interest of genuine home buyers."
Accordingly, attention is focusing on pre-sale apartments with price competitiveness, such as those subject to the price ceiling system.
Easy Construction Co., Ltd. is planning to sell 'Asan Techno Valley the1 Phase 7' in Dunpo-myeon, Asan Techno Valley, Asan City, South Chungcheong Province. This is a private pre-sale project subject to the public site price ceiling system, and will be constructed as a complex of 10 buildings, 2 basement levels to up to 25 stories above ground, with a total of 622 units (exclusive areas of 77㎡ and 84㎡). Among these, 438 units (about 70% of the total) will be the 84㎡ type, and Line Industry Co., Ltd. has been selected as the builder. With around 10,000 employees working in the nearby Asan Techno Valley General Industrial Complex, the project boasts solid potential demand.
Incheon Urban Development Corporation is selling 'Geomam Station Prugio Pravenue' in Incheon Seo-gu, Geomam Station Public Housing District. This project is supplied through a public/private partnership pre-sale method and is subject to the price ceiling system. It consists of three buildings, two basement levels to 25 stories above ground, with 441 units in total — 150 units of 60㎡ and 291 units of 84㎡. Daewoo Engineering & Construction is the builder. The complex is conveniently located near Geomam Station, which serves both the Airport Railroad and Incheon Subway Line 2.

Jeil Construction is currently selling 'Chumdan 3 District Jeil Punggyeongchae' in Wolchul-dong, Buk-gu, Gwangju City, Jeollanam-Gwangju Integrated Special City.
