View original imageOn August 26, the National Assembly held a plenary session and passed the "Act on Adaptation and Resilience Enhancement for Climate Crisis (Alternative Proposal)."
This law systematizes the climate crisis adaptation policies previously included in the "Framework Act on Carbon Neutrality and Green Growth for Climate Crisis Response" into an independent statute. It focuses on investigating and predicting the impacts of climate change, assessing climate risks, and ensuring that these are reflected in the policy-making processes of the national and local governments.
In particular, it requires the establishment of an information management system to systematically collect and manage climate crisis adaptation information, and mandates the creation of a "climate risk map" that categorizes climate risks by grade. It also provides a legal basis for conducting surveys and support programs for vulnerable groups affected by the climate crisis.
Previously, on August 13, the National Assembly’s Special Committee on the Climate Crisis approved a committee proposal that integrated and coordinated five related bill proposals. The special committee reviewed a total of 47 legislative bills and prepared 5 committee alternatives during 24 meetings held over 17 months.

With the bill passing the plenary session, the focus of climate crisis response is expected to expand beyond greenhouse gas reduction to include the prevention of already-materialized climate risks and the strengthening of social resilience.
