The Gyeongbuk Provincial Council formed the "Special Committee on Population Policy Innovation" at its first plenary session of the extraordinary meeting on August 25. The committee aims to respond to population decline, population outflow, and rapid aging in Gyeongbuk, as well as to seek alternatives for addressing demographic changes.
The Special Committee on Population Policy Innovation consists of nine provincial council members: Chairman Kim Yonghyun, Vice Chairman Choi Byunguk, as well as members Kwon Baeksin, Kim Sanghee, Kim Changki, Do Heejae, Park Seungjik, Lim Museok, and Heo Jihoon. The committee plans to operate from August 25, 2026, through June 30, 2028.
Although the total fertility rate and the number of births in Gyeongbuk have recently shifted from a consistent decline to an upward trend, the overall population is still decreasing while the elderly population continues to rise. The average age in Gyeongbuk is 48.5, the second highest in the country, and the median age among residents is currently 52; according to demographic projections, it is expected to rise to 58 in the next ten years.
On the same day, the Gyeongbuk Provincial Council also formed the "Special Committee on Integrated New Airport" to support the swift and stable progress of the Daegu-Gyeongbuk Airport relocation project.
The Special Committee on Integrated New Airport plays a crucial role, as the airport is positioned as a key project to transform the industrial and economic landscape of Gyeongbuk for the next 100 years by fostering air logistics and maintenance industries, developing the airport new town, and building a wide-area transportation network. The committee will provide multi-faceted support for industrial development connected to the new airport, establishment of transportation and tourism infrastructure in line with the construction and opening of the airport, and will proactively address major issues that arise during the project’s promotion.
The committee is composed of nine members: Yoon Jongho (Gumi 6), Noh Sunghwan (Goryeong), Kim Jaehwan (Yecheon 1), Son Heekwon (Pohang 9), Park Chaea (Gyeongsan 4), Lee Chunwoo (Yeongcheon 1), Choi Taerim (Uiseong 1), Heo Bok (Gumi 3), and Baek Soonchang (Gumi 8). Yoon Jongho from Gumi has been elected as chairman, and Kim Jaehwan from Yecheon has been elected as vice chairman.
The Gyeongbuk Provincial Council also established the "Special Committee on Nuclear Energy," with Assemblyman Kim Jaejun (Uljin) elected as chairman and Assemblyman Lee Donghyup (Gyeongju) as vice chairman.
Gyeongbuk is one of the regions with the most nuclear power plants in Korea, possessing relevant institutions and industrial infrastructure. In particular, with the recent confirmation of two new nuclear power plants to be built in Yeongdeok County, the council intends to strengthen field-based legislative activities so that the nuclear industry can become a new growth engine for underdeveloped areas, and to discover effective policies and ways to improve the system through communication with related institutions and experts.
Additionally, the Gyeongbuk Provincial Council officially launched the "Special Committee on Hallyu Tourism Convergence," with Assemblyman Yeon Kyusik (Pohang 4) elected as chairman and Assemblyman Baek Woonsung (Gyeongsan 1) as vice chairman.
This committee is composed of nine members, including Chairman Yeon Kyusik, Vice Chairman Baek Woonsung, and members Choi Deokgyu (Gyeongju 2), Kim Yeyoung (Proportional), Woo Chungmu (Yeongju 1), Gong Seunghee (Proportional), Lee Myunghee (Gumi 5), Yoon Seungo (Yeongcheon 2), and Kim Jeongdae (Andong 3).

The Special Committee on Hallyu Tourism Convergence will select policy tasks and discuss directions at the council level to inform the world of the cultural value of Gyeongbuk by linking its abundant historical and cultural heritage and tourism resources with Hallyu content. The committee also aims to establish a new tourism industry model by converging Hallyu and regional tourism-cultural content and ensure that Gyeongbuk grows into Korea's leading Hallyu tourism hub.
