Gwangmyeong City in Gyeonggi Province will operate the "Citizen Safety Radar," an initiative that allows citizens to directly verify and inspect the safety of the construction site until the completion of the Sinansan Line.

Gwangmyeong City (Mayor Seungwon Park) announced on August 18 in the mid-sized conference room of the city hall that a 'Citizen Safety Joint Declaration Ceremony' was held with citizen representatives and POSCO E&C, the construction company of the Sinansan Line, agreeing to prioritize safety throughout the construction process. This initiative is intended to ensure that public, private, and corporate stakeholders place utmost priority on safety throughout every stage of construction as the main works resume.

On that day, Mayor Seungwon Park, citizen representative Kwangwoong Kim, and Daehyun Kim, Director of the Sinansan Line Project at POSCO E&C, signed a joint declaration. This declaration was established to continue the public-private-corporate cooperation system built during the restoration process following the Sinansan Line collapse even after the resumption of the main construction.

Mayor Seungwon Park, citizen representative Kwangwoong Kim, and Daehyun Kim, Director of the Sinansan Line Project at POSCO E&C, signed the joint declaration. They committed to jointly take responsibility for safety according to their respective roles until the completion of the Sinansan Line project.

The joint declaration includes four main pledges to be fulfilled until the Sinansan Line is completed. POSCO E&C will apply the highest safety standards, ensure responsible execution of construction, thoroughly implement measures to prevent recurrence, and conduct recovery and reinforcement works diligently.

Gwangmyeong City will support safe construction through administrative measures and operate a system led by the Citizen Safety Public-Private Council that enables citizens to continuously monitor site safety. Citizen representatives will participate as safety inspectors by directly checking the construction site and proposing the identification of risk factors and possible improvements.

The three parties will also regularly hold "Citizen Safety Site Inspection Days." Together, they will check the progress of major processes and safety management, and jointly review any risk factors or improvements identified on site.

Mayor Seungwon Park stated, "We will do our utmost to ensure that the large-scale Sinansan Line construction project is completed safely with the trust of the citizens," adding, "By placing citizens' voices at the center of safety management and having public, private, and corporate partners jointly monitor and inspect every phase of the project, we aim to build a nationwide, citizen-participatory safety management model."

Meanwhile, following the collapse accident on the Sinansan Line, Gwangmyeong City repeatedly urged POSCO E&C for the need to establish an official consultative body to jointly inspect and share the status of process and safety management, in order to prevent recurrence and ensure safety throughout the construction process.

As a result, in February this year, the "Sinansan Line Citizen Safety Public-Private Council" was established, comprising the city, relevant agencies and companies involved in the Sinansan Line construction, and resident representatives from Iljik-dong. The council has since discussed matters including disclosure of recovery procedures and safety inspection results, response measures for safety complaints, and rebuilding trust among Gwangmyeong City, its citizens, and the project group.
