The Jinju City Council is also scheduled to participate in the actual exercise that will be held at Jinju Station on the 19th.
This live exercise simulates a drone terrorist attack and will be conducted as a joint drill involving 11 related organizations, including civilian, government, military, police, firefighting authorities, and local volunteer groups.
The exercise consists of a step-by-step review of response procedures starting from the occurrence and reporting of the incident, resident control and evacuation, subduing terrorists, rescue operations and fire suppression, as well as accident recovery and restoration.
The Jinju City Council plans to use the live exercise to verify whether each agency's roles, on-site response procedures, and inter-agency cooperation systems function smoothly in real-world situations.
Mikyung Park, Chairperson of the Jinju City Council, stated, "The Ulchi Exercise serves as a process to check and improve our response system in preparation for actual emergency situations. It is necessary to conduct ongoing reviews and updates so that we do not simply go through the motions of a formal drill, but demonstrate genuine crisis response capabilities in the field."
She added, "I urge you to thoroughly prepare, so that real-world training enhances each institution's response capabilities and ensures the protection of citizens' lives and property."
Meanwhile, the Ulchi Exercise is a government-level national emergency preparedness training, conducted to review emergency response plans and familiarize central and local government organizations—as well as related agencies—with procedures for wartime and emergency operations in the event of a national emergency such as war or civil unrest.
The 2026 Ulchi Exercise will take place over four days, from the 18th to the 21st, and includes inspections of emergency preparedness and response procedures within each agency, assuming actual emergency scenarios.
The Ulchi Exercise is not just an annual formal event; it is a process to verify that the actual response system functions effectively in emergencies.
