With both the basic and detailed design phases for the Goyang-Eunpyeong Line currently underway, the purpose is to proactively review the technical feasibility and projected demand for the new station.
The Goyang-Eunpyeong Line is part of the wide-area transportation improvement measures for the Changneung 3rd New Town, for which Gyeonggi Province is handling detailed design. The target is to break ground in 2027 and open the line in 2031. The city plans to add Hwasu Station to improve transportation convenience for residents in Hwajeong, Deokyang, and those moving into Changneung New Town.
Near the proposed Hwasu Station site is Goyang Eoullimnuri, a cultural complex equipped with a performance hall, art museum, cultural and arts education facilities, and sports facilities. The city expects the new station to improve citizens' access to cultural and sports facilities and enhance connectivity between the wide-area transportation network and the city’s daily social overhead capital (SOC).
This year, the city requested a budget allocation of 150 million won in its third supplementary budget to conduct a preliminary feasibility study for Hwasu Station. Through this study, the city plans to comprehensively review projected usage demand, economic feasibility (B/C), technical viability of construction, policy relevance, and the potential for balanced regional development.

To devise funding and financing plans for the project, the city is continuing consultations with related agencies, including the Ministry of Land, Infrastructure and Transport and Korea Land & Housing Corporation (LH).
