Korea Institute of Criminology and Justice to Hold Debate on Cooperation among Investigation and Prosecution Agencies and Victim Protection Measures

A forum is set to take place to discuss ways to protect the public from crime under the newly established investigation and prosecution separation system. This system has been finalized with the abolition of the Prosecutors’ Office Act, the enactment of the Serious Crimes Investigation Agency Act and the Prosecution Service Act, and most recently, the amendment of the Criminal Procedure Act.
The Korea Institute of Criminology and Justice (President: Jung Ungseok) announced on August 18 that it will hold a National Public Forum on Criminal Justice Reform for the People at the Korea Science and Technology Center on September 11. The event, titled “An Era of Separation of Investigation and Prosecution Reform—How Can We Cooperate to Protect the Lives and Safety of the People?”, will focus on strategies for public interest within the new system.
This event is organized by the Korea Institute of Criminology and Justice and jointly hosted by ten major related academic societies and a legal news media outlet, including the Korean Criminal Law Association, Korean Criminal Procedure Law Association, Korean Association of Criminal Policy, Korean Association of Comparative Criminal Law, Korean Association of Victimology, Korean Criminal Cases Studies Association, Korean Police Law Association, Korean Police Studies Association, Korean Public Security Administration Association, and Korean Association of Special Judicial Police.
The public debate was conceived to explore systematic balance and cooperation strategies between related agencies—such as the Prosecution Service, National Investigation Headquarters, Serious Crimes Investigation Agency, Corruption Investigation Office for High-Ranking Officials, and Special Judicial Police—in the changing criminal justice system created by the Criminal Procedure Act amendments earlier this month.
In particular, discussions will focus on key topics including: supplementary investigation requests and re-investigation systems; systematic oversight between investigation and prosecution; and follow-up legislative and policy issues such as the protection of vulnerable victims, including victims of violence against women and domestic violence.
The discussion will be structured into two main sessions followed by a comprehensive debate. In the first session, themed “Criminal Justice Reform and Effective Cooperation Between Investigation and Prosecution Agencies,” Ahn Seonghun from the Korea Institute of Criminology and Justice will present “Policy and System Improvement Measures for Effective Supplementary Investigation,” and Lee Geunwoo, president of the Korean Criminal Procedure Law Association, will present “Policy and System Improvement Measures to Enhance the Capacity of Special Judicial Police.”
The second session, themed “Criminal Justice Reform and Effective Improvements in Prosecution and Victim Protection,” will feature Jang Jinhwan of the Korea Institute of Criminology and Justice presenting “Policy and System Improvement Measures for Effective Prosecution and Case Maintenance,” and Attorney Kim Yewon offering “Suggestions for Legislative Amendments and Practical Protection from the Victim’s Perspective.”

Finally, a comprehensive discussion titled “How Can We Cooperate to Ensure Public Safety?” will be chaired by Jang Sejeong, editorial writer at JoongAng Ilbo. Participants will include representatives from the Prosecutors’ Office, National Investigation Headquarters of the National Police Agency, Corruption Investigation Office for High-Ranking Officials, Special Judicial Police, the Korean Bar Association, and other stakeholders from the criminal justice system and legal community. The discussion will focus on building collaborative frameworks between institutions and ensuring public safety following the system’s restructuring.
