Incheon City to Rectify 850,000㎡ of Old Downtown Land Boundaries to Protect Citizens' Property Rights
Incheon City is moving to protect citizens' property rights by rectifying land boundaries in the old downtown area.
On August 18, the city announced that it will promote a cadastral resurvey project to digitize paper cadastral maps—created during the Japanese colonial era with outdated technology—using modern surveying technology.
The target areas include 13 zones in 8 districts: Songhyeon 4 and Manseok 8 in Jemulpo District; Madanggae 1 in Yeongjong District; Dohwa 5 in Michuhol District; Okrun 1, Okrun 2, Cheonghak 1, and Cheonghak 2 in Yeonsu District; Bugae 2 and Bugae 3 in Bupyeong District; Jakjeon 290-66 in Gyeyang District; Seoknam 1 in Seohae District; and Oryu 4 in Geomdan District. In total, 1,236 parcels (approximately 850,000 square meters) will be covered.
The city plans to invest a total of 340 million won from national and municipal funds to resolve boundary disputes and protect citizens' property rights by rectifying cadastral boundaries that do not match the actual land usage status.
In particular, this project includes a significant portion of the old downtown area. The city expects that regularizing the irregular land boundaries in the old downtown will enhance land utilization value and contribute to balanced development and local revitalization.
The city will carry out cadastral resurvey measurements and facilitate boundary consultations among landowners, manage the project until December, and then proceed with public notices of cadastral resurvey zones, notifications to towns/districts, and reports to the Ministry of Land, Infrastructure and Transport. Previously, in March, the city also approved the designation of cadastral resurvey zones for 1,550 parcels (approximately 1.16 million square meters) across eight districts, including Ganghwa County.

An Incheon City official stated, "The cadastral resurvey is an important project that corrects land boundaries to reflect actual usage, thereby protecting citizens' property rights and increasing land use efficiency." He added, "We will achieve tangible results that citizens can feel, such as regularizing land in the old downtown area and resolving the issue of landlocked lots."
