Junggu District in Seoul Establishes Integrated Management System for Major Accidents and Industrial Safety, 'Naepyeon Safety'
From Statutory Obligations to Risk Assessments and Inspection History

Junggu District in Seoul (headed by District Mayor Kim Gilseong) announced on August 17 that it has established the 'Naepyeon Safety' integrated management system, the nation's first platform to oversee major accident prevention and industrial safety work in a single place.
The system makes it easy to check not only the statutory obligations under the Serious Accidents Punishment Act and the Occupational Safety and Health Act, but also risk assessments and inspection histories. This is expected to reduce the workload for those in charge and enhance the efficiency of safety management.
'Naepyeon Safety' consists of seven menus: mandatory tasks by business type, integrated legal search, major accident obligation checklist, risk assessment, location of worksites and resting facilities, forms, and case studies of accidents. Its key feature is that it brings together scattered information about major accidents and industrial safety, allowing direct use in daily work.
The system provides guidance on occupational safety and health obligations, inspection checklists, and deadlines according to business type, and supports searches for laws, ordinances, and manuals. Risk assessments and actions taken by department are stored in a database, making it easy to review past issues and subsequent actions at a glance. The system also manages key forms such as checklists, meeting minutes, and training logs, as well as the location and inspection details of worksites and resting facilities, and case studies of major accidents.
The system was developed to address 'familiar inconveniences in everyday safety work' that have been repeated over time. Previously, staff had to search for electronic documents one by one in the Saeol administrative system to carry out their work, and whenever there was a personnel transfer, they needed to check past history and relevant regulations and guidelines again.
At the end of June, Junggu's safety managers and the person responsible for overseeing major accident prevention directly began developing the system using artificial intelligence (AI). Staff from the Digital Policy Division also participated by reviewing servers, security, and operating environments. Through proactive administration and interdepartmental cooperation, the system not only increased work convenience but also saved approximately 430 million won in development costs.
Starting this month, Junggu will conduct a pilot operation of 'Naepyeon Safety' with four cooperating departments. After incorporating feedback from field staff and refining the system's features, it plans to expand its usage to all departments next year.
