The district heating supply project, long desired by residents of Sujeong and Jungwon Districts in Seongnam, Gyeonggi Province, has passed the government’s preliminary feasibility study. The project is now expected to accelerate the subsequent steps, including securing a site for new heat supply facilities and lifting restrictions on development zones.
On August 13, Seongnam City (Mayor Shin Sang-jin) announced that the preliminary feasibility study for the district heating supply project in Sujeong and Jungwon Districts, which Korea District Heating Corporation applied for with the Ministry of Economy and Finance in September of last year, has been officially approved.
With this approval, the project’s economic viability, policy significance, regional balanced development effect, and technical feasibility have all been recognized. As a result, follow-up procedures—such as securing land for new heat supply facilities and lifting development-restricted zones—are expected to gain momentum.

Seongnam City has previously supplied district heating to some areas of Sujeong and Jungwon Districts in response to resident demand. However, due to the expansion of redevelopment and reconstruction projects, the growing demand for heat made it difficult to supply additional heating with the existing sources alone. Thus, the city has been working to secure land for new heat supply facilities and proceed with lifting development zone restrictions.
In April of last year, Korea District Heating Corporation reviewed the validity of the business plan and project costs, as well as the impact on residents' daily lives, through a related study. After achieving positive results in the economic feasibility analysis, the Corporation submitted a preliminary feasibility study request to the government in September of the same year.
With the successful passage of the preliminary feasibility study, the city will work closely with Korea District Heating Corporation to finalize the business plan and actively begin the process to lift development restrictions in the Sangdaewon-dong area, which is being considered as the site for the new heat supply facility. Consultations with the Ministry of Land, Infrastructure and Transport, Gyeonggi Province, and other related agencies will also continue.
The city expects that once the project is completed, it will be able to stably respond to the increasing heat demand driven by redevelopment projects and improve residents’ living environments and energy welfare. It is also expected to contribute to the expansion of urban infrastructure in the old city center and to promote balanced regional development.
Mayor Shin Sang-jin stated, “The district heating supply for Sujeong and Jungwon Districts is a long-standing project strongly desired by residents and is being pursued as one of the 9th popularly elected administration’s pledges. As the project is now on track following the passage of the preliminary feasibility study, we will work closely with Korea District Heating Corporation and relevant authorities to swiftly secure the site for heat supply facilities and lift development zone restrictions.”
