Seo-gu, Gwangju Metropolitan City, Jeollanam-do, is set to implement customized delinquent payment management that combines both collection efforts and welfare support according to each delinquent taxpayer's payment capacity.
On August 13th, Seo-gu announced that it will operate the "Local Tax Revenue Delinquency Management Team" until November to systematically manage local tax arrears and secure stable, independent financial resources.

View original imageThe management team is composed of 11 contract employees. Through phone consultations and field visits, they will assess the reasons for non-payment, living conditions, and payment circumstances of local tax and non-tax revenue delinquents who owe less than 1 million won.
They will also update information such as the addresses and contact details of delinquent taxpayers. The results of their field investigations will be utilized in conjunction with existing delinquent tax collection work to help organize overdue payments and carry out follow-up collection activities in the latter half of the year. In particular, Seo-gu will tailor its response based on each taxpayer's economic situation and payment ability, rather than imposing uniform collection measures.
Delinquent taxpayers with the ability to pay will be encouraged to make voluntary payments, and if they are experiencing temporary financial difficulties, practical options like installment payment plans will be suggested.
For livelihood-based delinquents who lack payment ability due to unemployment, business closures, illness, or similar reasons, the team will link with welfare departments to assist them in accessing essential welfare services, such as support for living expenses, healthcare, and housing.
On the other hand, if an investigation finds that a delinquent taxpayer is deliberately avoiding payment despite having the ability to pay, the findings will be handed over to the responsible officials, who will carry out follow-up collection procedures such as asset investigations and seizures.
