HwaWoo Recruits Former Senior Police Investigators Jae Moon Shin and Dokyung Kim as Partners
Strengthening Corporate Criminal
and Serious Accident Response Capabilities
HwaWoo Law Firm announced on August 13 that it has strengthened its capabilities to respond to corporate criminal risks and serious accident investigations by recruiting Jae Moon Shin and Dokyung Kim, both lawyers with hands-on experience in police investigations, as partner lawyers.
Attorney Jae Moon Shin graduated from Korea University's Department of Law and passed the second bar exam. Beginning in 2015, he served for over ten years as a senior officer in police investigations. He oversaw major investigations in key departments dealing with intellectual, economic, and public crimes, having held positions such as Special Investigation Division at the Korean National Police Agency, Chief of the Seoul Metropolitan Police Agency’s Intellectual Crime Investigation Team, Head of Criminal and Investigation Divisions at local police stations, and Section Chief of both the Public Crime and Major Crime Investigation Divisions at the Seoul Metropolitan Police Agency.
In particular, he participated in various task forces, including the Special Investigation Headquarters of the National Police Agency, and handled investigations into cases with significant social impact. He also directly led major cases related to international cooperation on organized crime, as well as incidents in the corporate, finance, public, and tax sectors.
Attorney Dokyung Kim graduated at the top of his class from Dongguk University's Department of Police Administration and studied corporate M&A and restructuring law in his doctoral program at the Korea University School of Law. After being specially recruited as a lawyer to the National Police Agency in 2016, he spent nearly ten years working in roles such as Head of the Major Crimes Investigation Team at the Seoul Metropolitan Police Agency, Investigator at the Investigation Bureau of the same agency, and Head of the Investigation Team at Seoul Gangseo Police Station. He also gained extensive experience working on major high-profile cases, including the Special Investigation Headquarters for the Itaewon disaster and the task force for the “Druking” online comment manipulation scandal.
Kim became the first Head of the Serious Accident Investigation Team at the Metropolitan Crime Investigation Unit and was the first specially recruited lawyer to be appointed as Team Leader there. He led a wide array of cases, including those involving serious accidents, large-scale safety incidents, labor disputes, violations of the Capital Markets Act, and infringement of trade secrets. Until recently, he served as a leading national expert on investigating serious accidents and industrial safety, providing practical training to dedicated serious accident police officers across the country at the Police Investigation Academy.
Previously, in May, HwaWoo enhanced its expertise by recruiting Attorney Sangmoon Kim (35th class of the Judicial Research and Training Institute), who had spent over 20 years accumulating hands-on investigative experience in positions including Chief of Ulsan Nambu Police Station and Investigator at the Seoul Metropolitan Police Agency. The back-to-back addition of Jae Moon Shin and Dokyung Kim reflects this ongoing strategy to secure top talent. The firm aims to further strengthen its comprehensive criminal investigation response capabilities, covering everything from initial defense during compulsory investigations such as raids and seizures to responding to serious accidents, financial crimes, and virtual asset-related crimes affecting corporations.
