Government, KEPCO, Samsung, and SK hynix Sign Agreement on August 12
Expansion of Power Supply to Over 6GW with Additional Transmission Lines and Substations
Starting in 2029, 3GW of electricity will be supplied to the semiconductor industrial complex in the Honam region. There are plans to increase the supply to over 6GW by constructing additional transmission lines and substations.
On August 12, Jeonnam Gwangju Metropolitan City signed the "Honam Region and Yongin Semiconductor Megaproject Power Supply Agreement" at the Korea Electric Power Corporation (KEPCO) Gyeongin Construction Headquarters in Seoul with the Ministry of Climate, Energy and Environment, KEPCO, Samsung Electronics, and SK hynix.

View original imageUnder this agreement, the metropolitan government will support the permitting procedures required to build power supply facilities. The Ministry of Climate, Energy and Environment will oversee power supply policy, and KEPCO will be responsible for the construction of supply infrastructure such as transmission lines and substations. Samsung Electronics and SK hynix will share the costs and use the supplied electricity.
The metropolitan government estimates that power demand at the Honam region semiconductor industrial complex will exceed 6GW. Initially, about 3GW will be supplied through the first-phase facilities from 2029, with an expansion to more than 6GW through the addition of second-phase facilities.
The first-phase transmission line will branch from the Sinjangseong–SinGwangju line and connect to the industrial complex. The second-phase transmission line will be determined after a technical review and consultations with companies and related organizations.
Within the industrial complex, one substation will be built in each phase, for a total of two substations.
The construction cost for the first-phase power supply facilities will be shared by the public and private sectors in proportion to their electricity usage. Relevant ministries are discussing a plan to partially subsidize the private sector's share with state funds under the "Special Act on Semiconductors."
