The Seoul Metropolitan Government announced on August 12, 2026, that it has sent out 3.86 million resident tax notices for individuals, totaling 22.1 billion won. The recipients include heads of households with registered addresses in Seoul as of July 1, as well as foreign residents who have stayed in the city for more than one year.
Of the recipients, domestic cases accounted for 3.7 million notices (21.1 billion won), while foreigners received 160,000 notices (1 billion won). The tax amount per household consists of 4,800 won for the resident tax and 1,200 won for the local education tax, totaling 6,000 won.
Compared to July of last year, as of May this year, the registered population in Seoul has decreased by 24,000 people. However, the number of single-person and two-person households has increased, resulting in a rise in the total number of households. Accordingly, the number of individual resident tax notices this year has increased compared to last year, when there were 3.84 million cases.
Songpa District, which has the highest population in Seoul, recorded the greatest number of assessments at 257,794 cases (1.5 billion won). It is followed by Gangseo District (228,038 cases), Gangnam District (217,738 cases), Gwanak District (211,128 cases), and Gangdong District (197,490 cases).
By language, the largest number of resident tax assessments for foreigners was issued in Chinese, with 99,623 cases. English followed with 41,076 cases, then Vietnamese with 12,006 cases, Mongolian with 3,627 cases, and Japanese with 3,217 cases.
Corporations located within Seoul and individual business owners whose value-added tax (VAT) taxable standard for the previous year exceeds 80 million won must also file and pay their resident tax for business establishments by August 31. There are a total of 780,000 cases for the business resident tax, amounting to 78.3 billion won (including the local education tax), with corporations accounting for 400,000 cases (52 billion won) and individual business owners for 380,000 cases (26.3 billion won). The basic tax payable is 50,000 won for individual business owners and 50,000 to 200,000 won for corporations. If the total floor area of the business establishment exceeds 330 square meters, an additional 250 won per square meter is charged.

The resident tax can be paid through the Seoul city local tax internet payment system (ETAX), the mobile app (STAX), simplified payment apps, designated accounts, QR code, bank ATMs, or unmanned payment machines. Shin Aeseon, Head of Taxation at the Seoul Metropolitan Government, stated, "The resident tax paid by Seoul citizens is being put to valuable use for essential public administration throughout the city, and we ask that you make sure to pay the resident tax by the deadline to avoid any penalties or disadvantages."
