Geumcheon-gu in Seoul (District Mayor Choi Ki-chan) has selected six outstanding examples of proactive administration for the first half of 2026 and named ten civil servants as outstanding public officials for their efforts in implementing these initiatives. The grand prize-winning case was the development of a smart garbage truck capable of measuring the volume of collected waste in real time.
According to Geumcheon-gu on August 9, the district evaluated 24 cases reviewed in the first half of the year based on criteria such as resident satisfaction, proactiveness, creativity, expertise, the importance and difficulty of the issue, and the potential for broader implementation. The final six cases were determined through a combination of votes from residents, staff, and the resident participation organization "GC Proactive Administration Team," along with evaluations by the review committee. On July 29, the committee finalized the grand prize (1 case), excellence prizes (2 cases), and encouragement prizes (3 cases) after presentations and Q&A sessions with those responsible.
The winning case, developed and registered for a patent by Hwang Jun-pil, manager at the Cleaning Administration Division, involved creating a smart garbage truck capable of measuring real-time collection volumes of waste and fine dust. Previously, cleaning performance was managed based on the vehicles’ driving distance and operation time, making it difficult to objectively determine actual collection volumes. By managing collection volumes as data, the district can now deploy vehicles according to road-specific characteristics and operate manpower and equipment more efficiently.
The jointly developed solidification device for fine dust was also highly regarded for improving workplace conditions and reducing re-dispersion of dust by changing the previous method where workers had to manually bag the fine dust into plastic bags.
The two excellence award cases were as follows: "Application Automation Service for Land Transaction Permission Based on Generative AI and Public Data" by managers Kwon Dong-geun, Lim Chae-hoon, and Kang Seung-hwan at the Real Estate Information Division; and "Resolving Public Land Issues to Eliminate Delays in Reconstruction Projects" by Housing Division team leader Kim Hyun-jin and manager Kwon Da-bin.
The Real Estate Information Division directly developed the automatic application form generation service without additional budget, reducing the document preparation time from around one hour to about ten minutes. The Housing Division resolved delays in reconstruction projects that had been on hold due to a Ministry of National Defense land ownership issue. By coordinating with relevant agencies, they led the Seoul Metropolitan City’s integrated review committee to a conditional approval within 71 days.
Encouragement awards were given to the following cases: "AI Tax Counseling Chatbot Construction" by Nam Ju-young, leader of the Tax Collection Team 1 at the Tax Management Division; "Immediate Parking Fee Reduction Service at Public Parking Lots" by managers Kim Jeong-hyun and Ahn Jong-chan, leader of the Parking Planning Team at the Parking Management Division; and "Preventive Integrated Care: Geumcheongum Center Operation" by manager Jeong Hee-jin at the Welfare Policy Division. The civil servants in charge of these cases, totaling ten individuals, were all recognized as outstanding proactive public officials for the first half of the year.
