Kim Yongseok Reappointed as CIO of Military Mutual Aid Association's Construction Division: "Business Profits Up 224%"

Military Mutual Aid Association Dismisses Reappointment Controversy, Citing Compliance with Laws and Bylaws
Kim Yongseok, Chief Investment Officer (CIO) of the Construction Investment Division at the Military Mutual Aid Association, has secured a one-year extension of his term.
On July 29, the Military Mutual Aid Association convened an operations committee meeting, where the agenda item for the reappointment of the Director of the Construction Investment Division was unanimously approved. The decision was finalized after approval by the Minister of National Defense, the association announced on August 8.
The association's governing laws and bylaws stipulate that "a director's term may be extended only once."
CIO Kim Yongseok was commissioned as a military engineer officer and retired with the rank of colonel. He holds a master's degree in Architectural Engineering from Yonsei University, is a certified professional constructor, and has previously served as Director of the Member Housing Business Division and as CIO of the Construction Division at the Military Mutual Aid Association.
The association explained that Kim is recognized as an expert in construction investment, having achieved notable performance such as securing liquidity of approximately 840 billion won for special management projects unresolved for more than a decade, and delivering results in real estate and infrastructure investment as well as member housing supply.
Kim is also credited with achieving the highest investment business profits in the association's history. Compared to the start of his term, he increased business profit by 224%. He secured high-quality landlots in six regions—Unjeong in Paju, Wangsuk in Namyangju, Changneung in Goyang, Eonnam in Yongin, Gyosan in Hanam, and Gimhae—totaling 4,749 units, thereby laying the groundwork to supply member housing through 2030.
Having succeeded in extending his term, Kim announced future plans to: ▲ further expand investment business profits, ▲ ensure stable supply of the secured member housing units, ▲ pursue development projects to establish a foundation for stable profit generation, ▲ promote rental housing projects in the pipeline, and ▲ implement senior welfare projects.
Kim stated, "Through member-centered management, I will solidify the association's reputation as the preeminent institution for military welfare."
Meanwhile, there was some controversy ahead of Kim's extension of his term. Initially, the operations committee decided on a three-year term for Kim, but following opposition from the Minister, this was reverted to a one-year term through a written re-resolution.

Regarding this reappointment, the Military Mutual Aid Association emphasized, "In accordance with the Military Mutual Aid Association Act and our bylaws, the proposal was submitted to the operations committee—which is composed of key positions from the Ministry of National Defense and each military branch—and was procedurally legitimized through a vote by the committee members."
