Shinyong Hae is accused of ordering the securing of space in correctional facilities under the direction of former Minister of Justice Park Sungjae during the imposition of martial law. The special prosecutor's team argues that Hae participated in the crime of insurrection by carrying out illegal instructions from former Minister Park.
According to the investigation, Shinyong Hae instructed heads of correctional institutions across the country to prepare for the detention of those who violated the martial law proclamation. He also ordered the review of urgent parole to secure space for the detention of proclamation violators.
