The Financial Supervisory Service announced on August 2 that it will operate the 'Ghost Phone Zero (AWCS)' system to swiftly block illegal debt collection activities by illegal private lenders using ghost phones.
Ghost Phone Zero is a system that automatically makes unlimited outgoing calls at 2 to 3 second intervals to the phone numbers used by illegal private lenders, thereby blocking their attempts to initiate telephone contact. This neutralizes illegal acts such as high-interest illegal lending and unlawful debt collection based on those phone numbers, even before the number is formally suspended from use.
Once an application for suspension of use is submitted online for a phone number used in illegal lending, the Financial Supervisory Service reviews the reported damage and supporting evidence to determine whether the number qualifies for suspension. The Ghost Phone Zero system is then activated as a priority, followed by a request to the Ministry of Science and ICT for official suspension of the phone number. Relevant information is provided to the individuals involved in advance, and if a phone number is not deemed eligible for suspension, the parties may file an objection.
When this system is implemented, the period from reporting an illegal lending phone number to the actual suspension of outgoing calls is expected to decrease from approximately seven days to about three days.

A Financial Supervisory Service official stated, "By swiftly neutralizing ghost phones, which are tools for illegal lending and unlawful debt collection, we expect to eradicate illegal activities conducted via telephone and significantly ease the psychological burden on victims. We will continue to monitor illegal private financing and respond quickly to block any methods used for such activity, thereby minimizing further damage."
