Gyeonggi Province Expands Consulting on Inter-Floor Noise and Community Revitalization to Small-Scale and Rental Housing
The Gyeonggi Provincial Government will expand on-site consulting services for managing inter-floor noise and revitalizing apartment communities—which had previously focused on mandatory management multi-unit housing complexes—to now include small-scale non-mandatory management apartments and rental housing starting in August.
The Gyeonggi Provincial Government plans to dispatch experts from the 'Gyeonggi Province Multi-Unit Housing Management Support Advisory Group' to small-scale and rental residential complexes to share exemplary operating cases, and provide customized consulting and education that take into consideration the management conditions and resident composition of each complex.
Apartment complexes subject to mandatory management are defined by law as: ▲ multi-unit housing complexes with 300 or more units; ▲ those with at least 150 units and equipped with elevators; ▲ those with at least 150 units with central or district heating systems; and ▲ mixed-use apartment buildings with at least 150 residential units. Non-mandatory management multi-unit housing refers to small-scale apartment complexes and rental housing that do not meet the criteria for mandatory management.
This expansion of support comes in response to findings that there are significant differences in inter-floor noise prevention and levels of community activity depending on the size and management type of multi-unit housing.
In the area of inter-floor noise management, the advisory group will provide support on the formation and operation of inter-floor noise management committees, the proper procedures for handling noise complaints, dispute resolution processes, and strategies for prevention, outreach, and education.
When residents or property managers of multi-unit housing complexes apply for these consulting services, subject matter experts will visit the site, review the circumstances of the complex, and conduct on-site consulting and training. The resulting consultation findings and improvement plans will be communicated directly to each respective complex.
In July, the Gyeonggi Provincial Government provided guidance through city and county offices on eligibility and the application process for the newly included non-mandatory management multi-unit housing complexes, and on-site consulting in the fields of inter-floor noise management and community revitalization will begin in August.

We will actively support the establishment of a community where residents from diverse generations participate and communicate together, so that a culture of collaborative apartment management can take root and reduce daily conflicts such as inter-floor noise."
