LH Accelerates Honam Semiconductor National Industrial Complex Project... Service Tender Process Begins on the 30th
Service Bid Period Reduced to 58 Days
Design Phase to Begin in First Week of October
Korea Land and Housing Corporation (LH) announced on July 30 that it initiated the tender process for a preliminary survey and design service on the very day it was selected as the provisional project implementer for the Honam region's advanced national semiconductor industrial complex. LH plans to expedite the process by cutting in half the time usually needed to reach the survey and design service bid, thereby completing procedures more quickly.
On the same day, LH published a pre-standard notice for the survey and design service tender. Beginning with an official bid announcement early next month, the company plans to conduct a first round of evaluations mid-month, followed by a second round in early September, ultimately selecting the final contractor within the same month. The design phase is set to commence during the first week of October.
Since this project is one of the government's key national initiatives—the so-called 'Three Mega Projects'—LH intends to halve the time typically required for the bidding process. Normally, the survey and design service bid procedure takes 107 days. In addition, LH will consult with relevant agencies in parallel to accelerate follow-up steps as much as possible.
The Honam region's advanced national semiconductor industrial complex will be established on approximately 8.26 million square meters (about 2.5 million pyeong) of land at the Gwangju Military Airport site in Gwangsan-gu, Gwangju. With major investments from Samsung Electronics and SK hynix, the area will be developed as Korea's second semiconductor production base after the greater Seoul area. Because most of the Gwangju Military Airport site is state-owned land under the Ministry of National Defense, securing the site is likely to proceed quickly, and subsequent compensation and related procedures are also expected to accelerate.
LH is also accelerating progress on the Yongin Semiconductor National Industrial Complex development. On July 16, the company completed the first round of priority tenders for Zone 1 of the Yongin Semiconductor National Industrial Complex and is moving forward simultaneously with essential preliminary steps such as compensation procedures, cultural heritage surveys, and services for the relocation of protected species under the law.

Lee Sunghoon, President of LH, said, "In order to lead in the global race to speed up the semiconductor industry, which determines national competitiveness, we will dedicate all our resources to rapidly completing the development of the industrial complex. Our goal is to achieve the shortest possible timelines for approval, design, and groundbreaking by proceeding with concurrent processes wherever possible and expediting any steps that can be brought forward."
