Seoul City has finalized the expedited integrated planning for the housing maintenance-type redevelopment project in the area of 359-1 Bulgwang-dong, Eunpyeong-gu, just seven months after launching the initiative. The project is expected to transform the site into a residential complex with up to 29 floors and approximately 3,100 homes.

View original imageThe area is an aging, low-rise residential zone formed in the 1960s, situated between Yeonsinnae Station and Eunpyeong New Town. Many of the roads are narrow, and the steep slopes make both pedestrian and vehicle access challenging. Although the city launched urban regeneration projects in 2017 to improve the outdated high-density residential neighborhood, the living conditions have continued to deteriorate.
Nevertheless, the location boasts excellent conditions as a residential area behind Yeonsinnae Station, with easy access to elementary and middle schools, Bukhansan Mountain and Hyangnim Neighborhood Park, and subway lines 3 and 6 as well as the planned GTX-A and E lines.
After numerous discussions and planning adjustments involving the district office, local residents, and experts, the city confirmed the expedited integrated plan just seven months after the project began.
This latest plan focuses on overcoming disadvantages such as the hilly terrain and sunlight access for schools, positioning Bulgwang 2-dong as the first neighborhood to usher in a new future through creation of a residential complex that harmonizes with both schools and the surrounding area.
The northern section of the redevelopment site was designated as a candidate for expedited integrated planning in February, leading to the establishment of a response plan for the development of the Bulgwang-dong 442 and 445 area. Once all three complexes are fully redeveloped, the region is expected to become a large-scale residential zone covering more than 338,000 square meters.

View original imageThe city devised four key planning principles: improvement of transportation systems and pedestrian environments considering the development of both the site and the surrounding area; land and complex planning adapted to the hilly terrain; creation of an open complex interacting with its surroundings; and establishment of a landscape plan that harmonizes with the local environment.
First, for Tongil-ro and Yeonseo-ro, which connect northwestern Gyeonggi Province and central Seoul, the city will widen each road by one or two lanes and renovate the east-west connecting road to minimize traffic congestion caused by the redevelopment. The creation of a new north-south road will ensure uninterrupted access to major facilities such as the nearby schools and public parking lots, and five vehicle entrances are planned for the complex.
Additionally, the city has developed a land formation plan that follows the hilly terrain with elevation differences of up to 40 meters, and has laid out terrace houses, parking lots, and community facilities in an efficient manner.
Two public pedestrian pathways (6 meters wide) will be established, linking Yeongwang Elementary School and Yeonsin Middle School, while neighborhood service facilities and community centers will be arranged along Tongil-ro and Yeonseo-ro.
To account for sun exposure at Yeongwang Elementary School and Yeonsin Middle School, the sections adjacent to these schools will feature mid- to low-rise buildings of 15 stories or less, and a 25-meter open corridor will preserve views of Bukhansan Mountain. By deploying a variety of building heights and types, the complex will achieve a skyline that is harmonious with its surroundings.
Furthermore, on a stretch of Tongil-ro 88-gil leading into the complex, the city will introduce a multi-level road because the steep slope and elevation difference make it difficult to secure entrances and exits. The land parcels are privately owned while the roads are used and managed publicly; the two parcels will be planned as a single complex, and an integrated parking facility will be installed.
