Jongno District Selects Six Outstanding Public Officials for Proactive Administration in the First Half of the Year

Jongno District Office in Seoul (District Chief Yoo Chan-jong) announced on July 28 that it has selected six outstanding public officials for proactive administration in the first half of 2026, recognizing those who have tangibly improved residents' daily lives.
This selection aims to encourage public officials who have solved residents’ inconveniences with creative solutions that go beyond regulations and conventional practices, creating a virtuous cycle inside and outside the organization. The district gave weight to results perceived by residents and finalized the outstanding officials through a resident vote, an initial review, and a final evaluation.
Jungmi Kim, a staff member of the Welfare Policy Division, established a ‘Jongno Safe Medical and Nursing Integrated Care Program’ that broke down barriers between the district office, health centers, hospitals, and agencies, filling gaps in public services with private resources to build a one-stop integrated care system.
Eunjin Seo, team leader of the Urban Green Spaces Division, overcame budget reduction constraints that had stalled the community-driven public garden management project by securing corporate funding. After reducing the district’s fiscal burden and securing alternative resources, she added expert garden designers’ mentorship to nurture residents as “Jongno Gardeners,” enabling them to cultivate green spaces themselves.
Juhan Oh, staff member of the Local Economy Division, launched a 'Jongno Pavilion' at a jewelry expo, facilitating 138 buyer consultations and on-site export contracts. He also signed a business agreement with the organizer (IEG), laying the groundwork for continued exchange and cooperation.
Youngjae Kim, an employee of the Jongno District Facilities Management Corporation, developed an online ordering platform for pay-as-you-throw waste bags, enabling 24-hour ordering. By computerizing work based on real-time data to reduce inventory discrepancies and creating a system that allows small business owners to place orders via smartphones and PCs, he improved user convenience.
Sora Jeong, staff member of the Urban Development Division, launched “Our Neighborhood Maintenance Info,” a service that notifies residents in advance of redevelopment projects, preventing confusion. She also built an easy-access inquiry system that provides information with only an address input on the district’s website.
Jaemyung Lee, staff member of the Digital Administration Division, switched the district’s plan for building proprietary servers to a metered institutional subscription model, thereby spreading AI use in administrative sites and reducing costs.
Jongno District will grant these outstanding public officials a certificate of merit, the highest grade of performance bonuses, a one-year reduction in the period required for promotion to senior official status, special leave, and other incentives.
