Seoul Facilities Corporation Launches Crackdown on Illegal Waste Dumping on Vehicle-Only Roads
Seoul Facilities Corporation (President Kyung-Young Han) announced on July 24 that it will launch an intensive campaign to manage illegal dumping and encourage citizen reporting along the city’s vehicle-only roads, including Olympic-daero and Gangbyeonbuk-ro.
According to the corporation, over the past five years, a yearly average of approximately 160 tons of waste has been collected from 12 vehicle-only roads such as Olympic-daero, Gangbyeonbuk-ro, Dongbu Expressway, Naebu Ring Road, Bukbu Expressway, Gukhoe-daero, Yangjae-daero, Eonju-ro, Seobu Expressway, Gangnam Circular Road, Umyeonsan-ro, and some sections of Gyeongbu Expressway. In 2025 alone, 157 tons of trash were discarded, with items ranging from Styrofoam and cardboard boxes to furniture, home appliances, and construction materials.
The corporation will conduct a citizen reporting campaign using the KakaoTalk channel for these 12 roads. Citizens can add the “Seoul Vehicle-Only Roads Illegal Dumping Report” channel on KakaoTalk and submit photos or videos (including date and time) that clearly show vehicle license plates. Reports can include not only cases of illegal dumping but also improper loading and vehicles without covers. To encourage citizen participation, the corporation plans to offer a reward worth 10,000 won for each valid report.
In addition, the corporation has designated about 30 habitual dumping sites—such as in front of Noryangjin Fish Market on Olympic-daero, near Sky Park (Haneul Park) in the Nanji direction on Gangbyeonbuk-ro, and around Gunja Bridge on Dongbu Expressway—where it is installing guidance banners and reinforcing management by setting up anti-dumping fences and CCTV cameras.
