Gangnam District Reduces Approval Time for Reconstruction Promotion Committees from 30 to 10 Days

Gangnam District in Seoul (headed by mayor Kim Hyun-ki) has reduced the period required to approve the formation of reconstruction association promotion committees to 10 days. The district aims to expedite early-stage administrative procedures by revising its permit review process.
The district announced on July 24 that it issued an approval document for the reconstruction association promotion committee of Ilwon Hansol Apartment on July 22. The approval came just 10 days after the application was received, which is 20 days sooner than the statutory processing deadline of 30 days. The approval for the Daechi Seonkyung Apartment promotion committee is also scheduled to be processed within the same 10-day period, with the approval document set to be issued on July 30.
This reduction in processing time is the result of administrative system improvements implemented under the "Gangnam Reconstruction Acceleration (Shinhwa) Project." The district explained that the previous sequential review process, in which a single staff member reviewed documents in order, was replaced by a "team-based integrated review system" allowing multiple staff members to review documents simultaneously, thereby reducing wait times. Previously, the Eunma Apartment redevelopment project plan was also approved within approximately 40 days of application.
The procedures following promotion committee approval will also proceed in sequence. Ilwon Hansol Apartment’s promotion committee plans to submit an action plan in response to comments from related departments, after which a request will be made to the Seoul Metropolitan Government to approve the maintenance plan in August. For Daechi Seonkyung Apartment, subsequent procedures are underway aiming to obtain official approval for the maintenance plan in September. The district intends to utilize public support programs to assist both complexes until their association establishment is fully approved.
Other sites in Ilwon-dong are also entering the initial stages of the process. For Sangnoksoo Apartment, on July 22, the required resident consent forms were stamped, assigned serial numbers, and the process of collecting signatures from residents will now begin. Cheongsoll Village plans to request approval for the maintenance plan from the Seoul Metropolitan Government in September after completing a review of public inspection feedback.
The district will provide step-by-step support for major procedures such as promotion committee approval and association establishment, and will also offer legal and accounting consultations and mediation for resident conflicts through a team of expert advisors.
