Trade Commission to Recommend up to 19.17% Anti-Dumping Duty on Chinese Butyl Acrylate

New Investigations Launched for Tin-Plated Steel Sheets and PVC Suspension Resin
The Trade Commission under the Ministry of Trade, Industry and Energy has decided to recommend the Ministry of Economy and Finance to impose an anti-dumping duty of up to 19.17% on Chinese-origin butyl acrylate. The commission also plans to launch new anti-dumping investigations into Chinese-origin tin-plated steel sheets and polyvinyl chloride (PVC) suspension resin.
On July 23, the Trade Commission held its 475th meeting and deliberated and resolved a total of six agenda items, including the final determination of the anti-dumping investigation into Chinese butyl acrylate and investigations into unfair trade practices.
The Trade Commission made a final determination that Chinese-origin butyl acrylate had been dumped, causing substantial injury to the domestic industry. Accordingly, it decided to recommend that the Minister of Economy and Finance impose anti-dumping duties of between 8.32% and 19.17%.
This investigation began in July last year at the request of LG Chem. At its preliminary determination in February, the Trade Commission recognized both dumping and injury to the domestic industry, and as a result, provisional anti-dumping duties ranging from 9.53% to 19.17% have been imposed since April 22. The duty rates have been partially adjusted in the final determination, and the Ministry of Economy and Finance will make the final decision on whether to impose the duties.
On the same day, the Commission also received reports on the initiation of anti-dumping investigations into tin-plated steel sheets and PVC suspension resin from China. The Investigation Office reviewed the eligibility and representativeness of the applications, evidence of dumping, and documentation of injury to the domestic industry, and determined that the requirements for launching an investigation were satisfied.
The investigation targets are: for tin-plated steel sheets, three suppliers and their affiliates in China, including Jiangsu Yufu Sheet Technology; for PVC suspension resin, two suppliers and their affiliates in China, including Tianjin Bohua. The Trade Commission plans to issue final determinations on these investigations by April next year following further review.
Two investigations into unfair trade practices related to infringements of patents on battery packs for automobiles and lithium-ion batteries for electric vehicles were closed as the applicants withdrew their complaints after the parties reached license agreements during the course of the investigations.

In addition, the Trade Commission held a public hearing to gather opinions from stakeholders concerning domestic industry injury related to Chinese-origin zinc and zinc alloy surface-treated cold-rolled products and Chinese-origin H-beams. More than 60 people, including applicants and representatives of suppliers, attended the hearing. The Trade Commission stated that it will review the opinions presented and reflect them in its final determinations.
