The Ulchi Training is a national-level emergency preparedness exercise conducted by the government once a year across the country to protect the lives and property of citizens in the event of war, incidents, or other similar national emergencies.
This meeting was held to share directions and control guidelines prior to the implementation of the Ulchi Training, with over 80 commanders overseeing Ulchi Training in their respective agencies participating.
This year's Ulchi Training will be held nationwide for four days, from August 18 to 21. About 580,000 people from more than 4,000 entities—including administrative bodies at the township and district level, public institutions and organizations, and key managed enterprises—will participate.
The Ministry of the Interior and Safety plans to enhance the effectiveness of the training by strengthening practical exercises that reflect the changing security environment and by expanding real-life training sessions personally supervised by institutional heads.
First, a joint drill involving related agencies will be conducted at critical national infrastructure facilities, simulating complex crisis scenarios such as drone and cyberattacks. Through this, the government will inspect the integrated cross-government response system and strengthen collaboration capabilities among agencies.
Additionally, emergency mobilization of public officials will be conducted, and decision-making drills for transitioning the administrative system from peacetime to wartime will be carried out to enhance system responsiveness for rapid wartime conversion.
On August 20, a nationwide civil defense evacuation drill will be conducted, enabling the public to familiarize themselves with emergency procedures and rapid evacuation protocols.
Minister Yoon said, "As the nature of warfare is expanding to national infrastructure and every aspect of daily life through drones, artificial intelligence, and cyberattacks, please devise effective countermeasures that reflect the evolving security environment."
