Government Announces 'Agentic AI Initiative' to Lead AI Ecosystem
Three Key Strategies:
Establishing a Safety Framework,
Building Implementation Infrastructure,
and Promoting Adoption
The government is aiming to take the lead in the AI ecosystem by establishing a safety framework and implementation infrastructure for agentic artificial intelligence (AI), as well as accelerating its adoption.

View original imageOn July 23, the Ministry of Science and ICT held the 11th Ministerial Meeting on Science and Technology at Seoul Government Complex, with Deputy Prime Minister and Minister of Science and ICT Hongno Bae presiding. At this meeting, the "Agentic AI Initiative" was announced, presenting three key strategies: leading in safety and trust for agentic AI, establishing an open agentic AI implementation infrastructure, and promoting adoption of agentic AI based on user demand.
This initiative was established to secure leadership in the agentic AI ecosystem as global AI competition shifts from model performance toward execution capacity and ecosystem development. It will build a comprehensive safety and trust management system throughout the entire lifecycle of agentic AI. To achieve this, safety and trust guidelines will be established and an evaluation framework will be developed. The plan also includes verifying the identity of AI agents and reviewing accountability.
An open agentic AI implementation infrastructure suited to the domestic environment will be created. The government will support the development of daily life-oriented and high-demand agent services and tools for repeated use in everyday life and work, and also support a marketplace for the distribution of AI agents. An operating system will be developed to centrally manage key AI components such as models, inference, agents, and tools. Additionally, GPUs and data resources will be provided to enhance the agentic AI performance of domestic AI models.
To enable everyone to use AI agents, the "AI for All" project will be launched, and the government will support the development and demonstration of agentic AI services in core industrial fields, as well as strengthen companies' capabilities for development and adoption. By utilizing the regulatory sandbox for information and communication technology, opportunities for demonstrating new AI agent services will also be expanded.

The Ministry of Science and ICT plans to further specify detailed policy measures and adapt to the evolving technological landscape through the public-private "Agentic AI Alliance," which was launched in April this year. Deputy Prime Minister Bae stated, "We will establish a safety- and trust-based agentic AI ecosystem so that our people and businesses can seize opportunities and create new value in the era of agentic AI."
