View original imageAccording to the Blue House on July 22, President Lee will hold a 100-minute discussion with 140 participants on July 23 to address real estate issues. The Ministry of Economy and Finance will report the results of public opinion gathering, and experts in the fields of supply, finance, and taxation will present on critical issues. The forum will also share the outcomes of real estate discussions held by each ministry from July 14 to 16, along with thousands of public comments submitted to the government online over the past week.
The forum participants are composed of 35 government officials, 30 experts, and 75 public representatives, in line with the aim of hearing a wide range of unfiltered views. Participating government officials include Prime Minister Han Seong-sook and Deputy Prime Minister for Economic Affairs Koo Yoon-cheol, while the expert group consists of professors, market professionals, and journalists. The public delegation includes YouTubers, real estate and parenting community administrators, real estate agents, and members of civic and youth organizations. In addition, 29 members of the public who submitted opinions online have also been invited.
President Lee raised real estate issues for open discussion primarily to hear public input before restructuring real estate taxes. Recently, President Lee summarized the key issue of the real estate forum on social networking services (SNS) as "the appropriate level of holding tax." As the government is reviewing adjustments to holding and transaction taxes ahead of this month's tax revision plan, this move is seen as an effort to directly listen to the public before pushing forward with a highly impactful real estate tax overhaul.
Having recently sold his Bundang apartment and becoming a non-homeowner, President Lee is more committed than ever to normalizing the real estate market. At the July 21 cabinet meeting, he pointed out that real estate is “one of the most serious problems facing our society,” and stated, “Illegal and expedient unearned income from real estate has become the leading factor undermining fairness, common sense, and national unity in our society.”
The key lies in how to combine tax reform with supply measures and financial regulations. Expanding supply takes time, and loosening loan regulations could drive up home prices. Strengthening holding taxes may also cause adverse effects, such as reduced listings and increased tax burdens being passed on. Regarding this, a ruling party official said, “This is likely to be a turning point for setting the principles and priorities of President Lee Jae-myung’s real estate policy. After the forum, the time will come for clear implementation plans.”
Meanwhile, on July 22, President Lee will preside over a roundtable at the Blue House on "regional, essential, and public healthcare." The meeting, themed “Healthcare guarantees for everyone, wherever they live, to receive proper treatment,” will address issues such as patients dying after missing the critical treatment window, and so-called “healthcare refugees” who must travel to other regions for care.
